drainage and utility easements over Spectro Alloys Addition and Hollenbach and Nelson 1st
Addition
SUMMARY
The Planning Commission approved a site plan review on June 22, 2021 for Spectro Alloys to build a
63,272 square foot warehouse building, temporary storage area, and related improvements on their
property at 13220 Doyle Path and an adjacent property recently purchased from the neighboring property
owner. One of the conditions of this approval required Spectro Alloys to vacate existing drainage and
utility easements running along old property lines within the area that would otherwise interfere with the
new building construction. The attached resolution would vacate theses easements and allow the planned
warehouse construction to proceed.
The City Engineer has reviewed the proposed easement vacations and found that the easements are no
longer necessary due to previous lot combinations. The applicant will need to dedicate new easements
over proposed storm water ponding and drainage areas, and dedication of the new easements will require
action by the City Council at a future meeting.
RECOMMENDATION
Staff recommends the Council approve the vacation of the drainage and utility easements over Spectro
Alloys Addition and Hollenbach and Nelson 1st Addition as described in the attached resolution.

A RESOLUTION APPROVING THE VACATION OF DRAINAGE AND UTILITY EASEMENTS
WITHIN THE SPECTRO ALLOYS ADDITION AND HOLLENBACH AND NELSON 1ST
ADDITION
WHEREAS, the City of Rosemount received an application from Spectro Alloys Corporation for the
vacation of certain drainage and utility easements within the Spectro Alloys Addition and Hollenbach and
Nelson 1st Addition; and
WHEREAS, on June 22, 2021 the City of Rosemount Planning Commission reviewed and approved a Site
Plan and Building Design Review for Spectro Alloys to allow the construction of a 63,272 square foot
warehouse building, temporary storage area, and related improvements; and
WHEREAS, the vacation of the existing drainage and utility easements legally described below is required
for construction of the warehouse building and temporary storage area; and
WHEREAS, the City Council reviewed this request and conducted a public hearing on August 17, 2021.
NOW, THEREFORE, BE IT RESOLVED, the Council of the City of Rosemount hereby approves the
Vacation of the Drainage and Utility Easements, legally described as:
The 20 foot wide drainage and utility easements lying 10 feet on either side of the shared lines
between Lots 4 and 5, Block 2 and between Lots 5 and 6, Block 1, and the 10 foot wide drainage
and utility easements along the east line of said Lot 5 and the southwest line of said Lot 6, as shown
and dedicated on the plat of HOLLENBACK & NELSON, INC. FIRST ADDITION, according
to the recorded plat thereof, Dakota County, Minnesota.
AND ALSO:
The 10 foot wide drainage and utility easement along the west line of Lot 1, Block 1, as shown and
dedicated on the plat of SPECTRO ALLOYS ADDITION, according to the recorded plat thereof,
Dakota County, Minnesota.
ADOPTED this 17th day of August 2021, by the City Council of the City of Rosemount.
