July 20 Meeting MinutesROSEMOUNT PORT AUTHORITY REGULAR MEETING PROCEEDINGS JULY 20, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount Port Authority meeting held on July 20, 2021, at 6:00 p.m. in the City Hall Council Chambers, 2875 145th Street West. Chair Freske called the meeting to order with Port Authority Commissioners Droste, Block, Ober, Essler, Weisensel, Wolf in attendance. Staff present included Executive Director Martin, Deputy Director Kienberger, Economic Development Coordinator Van Oss. The Pledge of Allegiance was recited. ADDITIONS OR CORRECTIONS TO AGENDA Motion by Freske Second by Essler Motion to Adopt the Agenda. Ayes: 7. Nays: 0. Motion carried. CONSENT AGENDA Motion by Wolf Second by Essler Motion to Approve Consent Agenda with item 3.b. revised. a. Approval of the June 15, 2021, Regular Meeting Minutes Ayes: Weisensel, Block, Ober, Freske, Essler, Droste, Wolf Nays: 0. Motion carried. In the June 15, 2021 minutes, item 3.b. includes a statement by the Chair conducting meetings in person versus remotely. The statement in the current meeting minutes agree to proceed with remote meetings, however the statement should state “to proceed with the new policy regarding conducting meetings”. Staff will update the minutes to reflect this change. OLD BUSINESS 4.a. Project Updates Economic Development Coordinator Eric Van Oss briefly noted a few project updates; Omni Brewing is applying for zoning approvals by the end of this month, Israelson Property should be submitting a final plat application for the first two senior apartments and commercial space within the next few weeks, Speedway is up for auction, and staff has received 6 inquiries over the last 4 weeks regarding industrial sites. 4.b. Downtown Façade Grant Pilot Program Economic Development Coordinator Eric Van Oss presented an overview of the Downtown Grant Pilot Program. Mr. Van Oss discussed the program processes, budget, and eligibility requirements. Port Authority members were in favor of the program and Van Oss stated he would be reaching out to the downtown businesses like how he informed businesses of the Rosemount Cares program. Motion carried. NEW BUSINESS 5.a. SAC Grant Pilot Program Eric Van Oss, Economic Development Coordinator, presented a new initiative that will help attract and enhance the mix of businesses in Rosemount. One of the biggest costs restaurants potentially face is Sewer Availability Charges (SAC). SAC credits are determined by the Met Council and businesses are charged both a Met Council and City SAC charge, which are currently $2,485 and $1,200 per SAC credit, respectively. SAC charges are based on maximum capacity and not average daily usage, so larger restaurants with seasonal space tend to have higher SAC credits assigned for new development or repurposing non-restaurant space. Staff is recommending the creation of a pilot grant program to assist restaurant owners by offsetting SAC fees. The program would offset up to $5,000 of City SAC fees when payment is submitted with the building permit. Commissioners discussed whether $5,000 would be attractive enough for potential futures business owners and if other cities offer a similar program. Chairperson Freske, suggested calculating the amount granted by a certain percentage may make the program more appealing versus a flat fee. Staff will do additional research and update the Port Authority on its findings at a future meeting.
