DISCUSSION 2.a. Report from State & Federal Partners on Spectro Alloys Investigation David Sutlin with the EPA, presented to City Council and the Environmental and Sustainability Commission an overview of their investigation, findings, and improvements that Spectro Alloys has put into place. In summary, various inspections were completed in 2019 and violations were found related to dryer #3 and furnace #3. Violations or exceedances included the opacity limit for emissions, leaks from seals, and ventilation into the baghouse. Spectro has signed the notice of violation document and reached an agreement with the EPA on corrective action taken. This includes but is not limited to a new baghouse for furnace #3, new ductwork for the dryer, hood / seal improvements, and other needed modifications. EPA staff is confident that emissions will be improved from this work, and they indicated that they previously had no immediate concerns about the facility and would only anticipate an improvement in the facility’s operation as a result of these improvements. Councilmembers and Commissioners questioned EPA and MPCA members on various testing processes and inspections of improvements Spectro Alloys has made. Residents are encouraged to contact City staff, elected officials, or commissioners regarding their concerns. Concerns will be conveyed to the MPCA and/or EPA in a timely matter.
