WORK SESSION PROCEEDINGS
AUGUST 2, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was held
on Monday, August 2, 2021, at 5:00 pm at Rosemount City Hall, Conference Room, 2875
145th Street West.
Mayor Droste called the meeting to order with Councilmember Weisensel, Block and
Freske. Councilmember Essler was absent.
Staff present included City Administrator Martin, Community Development Director Kienberger,
Finance Director Malecha, City Engineer Erickson.
DISCUSSION
2.a. Preliminary Review of the Draft 2022 Budget
City Administrator Martin and Finance Director Malecha provided an update of the latest standing
of the 2022 budget. The preliminary 2022 Budget shows an increase of 5.52% ($807,700) to the
Operating Budget, which results in a 4.60% increase ($618,195) in the property tax levy.
Rosemount is the 2nd highest amount in the County for new construction and the 2nd largest value
growth in Dakota County.
Mr. Martin discussed the highlights of each department’s budget noting staff will discuss the CIP
and other funds in October/November. Items also discussed; compensation study results should be
completed around October, the potential number of homes for UMore, noting the police budget’s
salary line item includes an additional 1 ½ employees from a previous budget approval, staff to
continue to review the fire department needs and the timing of Rosemount needing full time
firefighters.

3.a. Project Updates
i. Community Development Inquiries
Community Development Director Kienberger discussed a proposal for a warehouse distribution at
a property near Highway 3 and County Road 46. The plan would require a comp plan amendment.
The council indicated general support of this proposal.
Mr. Kienberger also discussed the upcoming planning commission items and discussed applications
that staff are working on for the August 24th Planning Commission meeting.
ADJOURNMENT TO REGULAR COUNCIL MEETING
Upon a motion by Droste, second by Weisensel the meeting was unanimously adjourned at 6:53 pm.
to the regular council meeting in the council chambers.

Mayor Droste called the meeting back to order at 7:28 p.m. in the conference rooms.

ii. Parks & Rec Grant Opportunity
Director of Parks & Recreation Schultz reviewed a grant opportunity that was presented to staff.
Council recommended to proceed with the grant opportunity and if awarded the grant, the City
Council must approve the grant and can determine at that time who will administer the duty
requirements as this could be an opportunity for economic development for the city. Staff will
connect with Jeanne Schwartz in assisting with applying for the grant.
iii. Bidding timeline for Flint Hills Fields building
Director of Parks & Recreation Schultz provided an update on the Flint Hills Fields building as staff
is prepared to bid this fall. However, the design team has stated bids are coming back 40-60% over
estimated cost. The suggestion is to wait to bid until this winter when the bidding economy may be
better. City Council was in favor of holding off bidding until this winter.
3.b. Staff Updates
City Administrator Martin briefly updated council on various upcoming development projects.
Councilmember Freske provided Dakota Broadband updates and Councilmember Block provided
updates for the recent Minnesota Valley Transit Authority board meeting.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Block the meeting was unanimously adjourned at 7:51 pm.
