ATTACHMENTS: Location Map, Plat Map and Park Location Map and Park Development Plans APPROVED BY: dls RECOMMENDED ACTION: Staff is recommending the Parks and Recreation Commission support the development plans as submitted by the developer with the following conditions: • The park development plans are supported as conceptual and further refinement is anticipated. • Park site G should be considered for a different use than shown in the detailed plans provided by the developer • The developer will submit a detailed cost estimate and project specifications for all park projects that the City agrees to have the developer build to receive parks dedication credit. • Prior to the developer receiving parks dedication credit, t he Parks and Recreation Department staff will review and approve any public parks plans and specifications for amenities to be built that will be owned and maintained by the City. • At a minimum, all public streets are to have a trail/sidewalk plan similar to other developments. ISSUE The City of Rosemount has received plans for the Amber Fields Development which is located on a portion of the UMore property south of County Road 42 and west of Akron Avenue. The entire site is 435.55 acres and they propose to build approximately 1,959 units of varying types across the property. Staff has recently received detailed plans about the parks, trails and open space for the development. Included in the packet is a map that identifies seven different recreation areas. They are identified as A – G and vary in the sort of recreation opportunities being offered. The pages following the first map provides details about each recreation area. Staff will review the map and the recreation opportunities being proposed by the developer at the meeting on Monday.
