ATTACHMENTS: Draft 2021-2025 Goals & Strategic Directions APPROVED BY: LJM RECOMMENDED ACTION: Informational item only BACKGROUND A component of the implementation plan for our 2021 Goals is to do a quarterly check-in on progress made. Below please find a table of information that conveys some of the traction that is underway on the strategic actions that support the goals. Note that not all goals are covered below, simply the items with relevant updates. Connecting and Engaging the Community Strategic Action Update Next Steps Develop Social Media policy Draft complete Legal review, CC authorize in September Citizens engaged to assist with website Tech Task Force selected this as top priority TTF reviewing problem reporter tool, staff also investigated a private vendor. Website revamp initiated later this year Re-engage Council Out and About Home Expo, Leprechaun Days, NTU, Food Truck Fest Continue outings at fall events / sports Inventory events and develop policy for broadcasting community events CM Block did initial research and met with Martin Staff investigate options with web provider and develop policy Growing Rosemount Strategic Action Update Next Steps Commercial marketing plan initiated Retail visioning work done, initial marketing developed and implemented at numerous events Complete full marketing plan and strategy Commercial Site Sold at Akron Active offer under consideration for a 13-acre parcel to construct a Rec Center Final edits to PA occurring, expect CC consideration in October 2 Amber Fields Concept approved Staff review complete, PC recommended approval, CC consideration on 9/7 Pending approval, grading to begin this Fall with first home up for ’22 Fall Parade of Homes Wastewater Re-use Funding approved at Legislature $700,000 in State funding received via Legislature Staff working with Met C to start engineering / feasibility phase Downtown Loan Program defined Port Authority has approved a Downtown Façade Improvement program. Marketing and outreach underway. Other programs under review Complete review of SAC Credit Program and implement. Establish metric on expected utilization of both programs annually Approve second spec building in Business Park Application expected in the near term from a user Process application and complete project Complete plan for utilities East of Hwy 52 Active AUAR underway east of 52, utility investigation work underway to support Respond to AUAR, process application and complete project Enhancing Quality of Life Strategic Action Update Next Steps Define scope of Dog Park P & R Commission discussed issue in August and proposed 5 sites Finalize site investigation and pursue implementation Rec Center agreement is signed Multiple term sheet iterations completed Final legal review underway, can be finalized once PA is executed (anticipate CC action in November) Develop expanded events Folk & Rhythm Fest held and will return in ‘22, over 25 summer events held at the Bandshell. Space was marketed as a good option for meetings during COVID, which was positive. Discuss and research additional events, complete an inventory. Staff would like to discuss the Council’s vision for programming and the pursuit of larger crowds. Re-establish Volunteer Network Committee Group is meeting monthly and developing parameters Finalize scope and structure and recruit members / find events. Website with new branding and volunteer opportunities will be live by November 1. Summer Farmer’s Market open Market confirmed for Tuesdays (starting 6/15), Saturdays did not occur this year due to vendor availability Staff is continuing to explore other avenues to add a weekend market. Accept Bids and award contract for Trail Head Project is designed and ready for bid. Council supported a delay in bidding until early winter for better results Project will be bid in January / February of 2022 3 Developing a High Performing Organization Strategic Action Update Next Steps Complete compensation/benefit study Staff submittal of data completed, consultant is gathering data from comparable cities Preliminary results expected in October for review and implementation Complete design, secure land, hire builder for PW / PD facility Swap from FHR to Nat’l Guard complete, survey work complete on Biscayne property Complete PC / CC approval process to swap land from Nat’l Guard to City (October) Develop early retirement incentive policy Draft completed Complete final work and present to City Council Identify add’l process to be electronic Paperless Purchase Orders are live in all departments. Final employees have been transferred to digital time sheets, digital on- boarding process created, new hire tasks automated, and more Continued efforts to increase staff awareness of the opportunities available within software to digitize processes RECOMMENDATIONS No action requested, informational update only. With so much growth and opportunity currently happening in Rosemount, it’s crucial that we continue to improve upon what we currently have while focusing on smart development. The four vision areas shown here convey what the City can become over the next five years and what our guiding principles will be during that time.
