HomeMy WebLinkAbout20210817 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 17, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, August 17, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West and virtually via Zoom. Mayor Droste called the meeting to order with Council member Block, Weisensel and Essler attending. Councilmember Freske was absent. Staff present included the following;  City Administrator Martin, Chief of Police Dahlstrom, City Planner Nemcek and Director of Community Development Kienberger The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Block Motion to Adopt the Agenda as presented. Ayes: 4. Nays: None. Motion carried. PRESENTATION, PROCLAMATION AND ACKNOWLEDGEMENTS 3.a. Police Officer Oath of Office Mayor Droste officially swore in Officer Andrew Graff. PUBLIC COMMENT No comment CONSENT AGENDA Motion by Weisensel Second by Essler Motion to approve consent agenda with item 6.f & 6.h. removed a. Bills Listing b. Receipt and Expenditure of Donation to Fire Department Councilmember Block pulled this item for additional information. Councilmember Block questioned where can the public buy these patches and how much the patches will cost. City Administrator Martin stated the patches will be available at City Hall during business hours and to reach out to city staff if anyone has additional questions. The cost of the patches has not been shared yet. Motion by Block Second by Essler Motion to receive donation and expenditure of donation in the amount of $200.00 gifted to the Fire Department by Joe Walsh Ayes: Block, Droste, Essler, Weisensel Nays: None. Motion carried. 6.h. Hiring of Public Works Director Councilmember Weisensel pulled this item for recognition. City Administrator introduced and welcomed Nick Egger to the City of Rosemount. Motion by Weisensel Second by Essler Motion to approve the hiring of Nick Egger for the position of Public Works Director Ayes: Droste, Essler, Weisensel, Block Nays: None. Motion carried. PUBLIC HEARINGS 7.a. Minnesota Investment Fund (MIF) Program Economic Development Coordinator Van Oss highlighted the Minnesota Investment Fund Program as the program provides loans to businesses that create or retain high-paying, full-time permanent jobs, and invest in machinery or real property acquisition or improvements. DEED evaluated and found the initial inquiry for Project Osprey potentially eligible in the amount of $400,000. As part of the application, the City of Rosemount is required to hold a public hearing concerning the submittal of the MIF application to DEED. Mayor Droste opened the public hearing opened at 7:16 p.m. No public comment received. Motion by Droste Second by Weisensel Motion to close the public hearing 7:17 p.m. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 17, 2021 Motion by Essler Second by Block Motion to approve the grant contract for the Minnesota Investment Fund Program application to the Department of Employment and Economic Development. Ayes: Essler, Weisensel, Block, Droste Nays: None. Motion carried. 7.b. Vacation of Drainage and Utility Easement over Outlot A of the Rosemount Car Club Plat City Planner Nemcek introduced the vacation of drainage and utility easement over outlot A of the Rosemount Car Club Plat which needs approval for item 9.a. on tonight’s agenda. A blanket drainage and utility easement was dedicated over all of the southern parcel, Outlot A, due to the continued use of the western side of the property for stormwater conveyance and ponding. The vacation request is consistent with other requests needed for development. Mayor Droste opened the public hearing opened at 7:19 p.m. No public comment received. Motion by Droste Second by Weisensel Motion to close the public hearing 7:20 p.m. Motion by Essler Second by Weisensel Motion to adopt a resolution approving the vacation of the drainage and utility easement over all of Outlot A, Rosemount Car Club Ayes: Weisensel, Block, Droste, Essler Nays: None. Motion carried. 7.c. Vacation of Drainage and Utility Easement over portions of Spectro Alloys Addition and Hollenbach and Nelson 1st Addition City Planner Nemcek introduced the vacation of drainage and utility easement over portions of Spectro Alloys Addition and Hollenbach and Nelson 1st Addition. As part of Spectro Alloys improvement to their property, Spectro Alloys must vacate existing drainage and utility easements running along old property lines within the area that would otherwise interfere with the new building construction. Mayor Droste opened the public hearing opened at 7:23 p.m. No public comment received. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 17, 2021 Motion by Droste Second by Block Motion to close the public hearing 7:24 p.m. Motion by Essler Second by Block Motion to adopt a resolution approving the vacation of certain drainage and utility easements over Spectro Alloys Addition and Hollenbach and Nelson 1st Addition Ayes: Block, Droste, Essler, Weisensel Nays: None. Motion carried. NEW BUSINESS 9.a. Request by Seefried Industrial Properties, Inc. for approval of a Preliminary and Final Plat, Rezoning, Planned Unit Development Master Development Plan, and a Conditional Use Permit to construct a warehouse and distribution center with outdoor storage City Planner Nemcek provided an overview of the request by Seefried Industrial. The City Council is being asked to consider several requests by Seefried Industrial Properties, Inc., the approval of which will allow for the construction of a warehouse and distribution facility in the Rosemount Business Park, Project Osprey. The Planning Commission held a public hearing during its meeting on July 27, 2021, to review and receive comment on the requests and ultimately recommended approval of the requests. The area is currently zoned as Business Park (BP), but because the applicant is proposing outdoor storage as a component of the project, a rezoning of the site to LI-Light Industrial is required due to the fact outdoor storage is a conditional use in the LI zoning district while it is not permitted in the BP zoning district. Mr. Nemcek noted the distribution center will utilize the railway, traffic studies have been completed and the applicant is present this evening to answer any questions. Councilmember Block questioned the impact the distribution center will have on traffic in the area. Mr. Nemcek highlighted the results of the traffic study noting there should not be a significant impact on traffic as several of their trucks have smart technology that would assist with the best route for flow of traffic. The traffic study shows approximately 510 trips per day with the majority being outside peak hours and improvements will be made to Canada Circle and Biscayne Avenue as warrant needs. Brian Noavk of Seefried Properties discussed the traffic questions and noted the trucks are very sophisticated in terms of traffic and stating the traffic programs don’t allow for certain movements. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 17, 2021 Motion by Weisensel Second by Essler Motion to adopt a resolution approving a Minor Subdivision containing the Preliminary and Final Plats for JJT Business Park 2nd Addition, subject to conditions. Ayes: Droste, Essler, Weisensel, Block Nays: None. Motion carried. Motion by Weisensel Second by Essler Motion to adopt an ordinance amending the Rosemount zoning map to rezone the site from BP-Business Park to LI-Light Industrial Ayes: Essler, Weisensel, Block, Droste Nays: None. Motion carried. Motion by Block Second by Weisensel Motion to approve the Planned Unit Development Final Site and Building Plan with rezoning of the site from LI-Light Industrial to LI PUD-Light Industrial Planned Unit Development. Ayes: Weisensel, Block, Droste, Essler Nays: None. Motion carried. Motion by Block Second by Essler Motion to adopt a resolution approving a Conditional Use Permit for Outdoor Storage in the LI-Light Industrial zoning district. Ayes: Block, Droste, Essler, Weisensel Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator provided the following updates; Highway 3 crosswalk painting through the downtown area is nearly complete and the speed limit on Highway 3 near the High School will go back to 30 mph per MnDOT. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings. Mayor Droste also welcomed the new businesses that have had ribbon cuttings recently.
