ISSUE In 2020, the City was contacted by the Evermoor Homeowners Association (HOA) with regards to their installation of a fence to block off access to a public trail on the HOA’s property leading into and out of the Evermoor Development. The fence was put up due to concerns about the trail being unsafe for users. The entry and exit point of the trail is located at the West end of 131st Court. There is a steep drop off from where the trail ends and to where it would connect to the pavement in the cul-de-sac. Parks and Recreation Department staff have been communicating with the HOA about the issue and they would like to take down their fence and see the trail extended to the cul-de-sac. The HOA are asking for the City to pay to extend the public trail. Included in your packet is a location map for the area. The area has many trees and provides a buffer from the single family development to the rural type development and vise-versa. Also included in your packet is a possible design option that would allow for people to safely get from the trail to the cul-de-sac by using a switch back in the trail system. Staff would like for the Commission to discuss the option of paying to extend the trail while considering the impact to the trees, the neighbors and the general trail users. RECOMMENDATION Staff is recommending that the City further investigate the cost of the proposed connection and discuss the switchback option with the four neighbors bordering the project site.
