DISCUSSION
Stemming out of a May 2021 USEPA settlement with a local industrial facility in relation to violations of
the Clean Air Act, the ESC was tasked with learning more about air quality regulation in the State of
Minnesota in an effort to gain better understanding of the regulatory process and provide a knowledge
base to assist residents with questions and concerns they may have. Based on previous discussions, the
ESC and the City are interested in discovering the answer to some of the following questions and pursuing
some of the following avenues to improve understanding:
Learn what the baseline expectations for air quality should be
Learn more about testing requirements and air quality monitoring
Learn more information about how concerned individual can report air quality issues and
suspected regulatory violations
Tour local facilities that are subject to Federal or State air quality permitting
Invite State and Federal regulators to present information on air regulations, standards, quality, and
monitoring at future meetings.
More questions and avenues to gain understanding as the ESC continues to research this topic.
Staff will present brief information regarding State and Federal air permitting and air quality permits in
town at the meeting.
