DISCUSSION
During the Peacetime Emergency declared by the State of Minnesota to address the COVID-19 Pandemic
in from March 2020-June 2021, the City was hosting public meetings, including for the Environment &
Sustainability Commission (ESC), virtually. With the end of the Peacetime Emergency, the City has
resumed in person meetings. Following the resumption of in person meetings, the ESC has continued to
record its meetings using virtual meeting software for purposes of taking minutes. The ESC has the
option of making these recordings available to the public for later viewing or to live stream the meeting
while it is occurring. If live streaming, the ESC has the option of not allowing virtual public participation
and only allowing viewing.
Please note, virtual participation by a commission member under Minn. Stat. 13D requires that the
location of the commissioner during the meeting be open and accessible to the public and that public
notice of that location be provided except under certain special conditions
