REGULAR MEETING PROCEEDINGS
SEPTEMBER 7, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, September 7, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street
West and virtually via Zoom.
Mayor Droste called the meeting to order with Council member Block, Weisensel, Essler and Freske
attending. Staff present included the following;
• City Administrator Martin, Chief of Police Dahlstrom, Senior Planner Klatt, Director of
Parks & Recreation Schultz.
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Motion by Weisensel Second by Block
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.
PRESENTATION, PROCLAMATIONS AND ACKNOWLEDGEMENTS
Director of Parks & Recreation Schultz discussed the Food Truck Festival that is to take place at
Central Park on September 18th.

6.e. Donation Acceptance Will's Movie Night
Councilmember Block pulled this item for recognition. Chief Dahlstrom highlighted Will and his
efforts to raise money for the Police Department by hosting a movie night.
Motion by Block Second by Freske
Motion to accept donation in the amount of $250 from a resident in Rosemount to be
utilized for officer wellness programming.

NEW BUSINESS
9.a. 21-27-PUD, 21-28-PP Request by Maplewood Development for a Preliminary Plat and
PUD Master Development Plan with Rezoning for Amber Fields (UMore Park)
Senior Planner Klatt summarized the request received by staff from Maplewood Development for a
Preliminary Plat and PUD Master Development Plan and Rezoning for the Amber Fields
development within the UMore Park property west of Dakota County Technical College and south
of 145th Street East (County State Aid Highway 42). The Planning Commission recommended
approval of the application at a previous regular Planning Commission meeting.
The proposed project includes 435 acres within the first development area of the UMore Park site
owned by the University of Minnesota. The development plans include a mix of low, medium, and
high-density residential uses along with a commercial node at the intersection of 145th Street East
and Akron Avenue.
The project will include just under 2,000 units of housing, the potential for 100,000 square feet of
commercial space, a series of parks, open spaces, trails, and a site for a future elementary school. Mr.
Klatt showed the illustrations of the plans as well as the proposed future three phases of the
development.
Representatives from Maplewood Development were present to highlight the proposal as well as
answer any questions. Items mentioned; intent to provide screening with trees for the amenity’s
areas and neighborhood, still working on the stormwater management plan as the plan needs to be
formally reviewed, upcoming discussions regarding the parks plan and the total number of rental
homes would be less than 150 units. The developer also noted further discussions are to take place
with Dakota County regarding the commercial site access off of Akron Avenue.
Councilmember Freske questioned how much of Akron Avenue would be paved for Phase 1 and
the Mr. Klatt estimated approximately 700-800 feet would be paved by the county for phase 1; the
later extension would be the city’s responsibility. Akron Avenue will not extend to county road 46 at

this time and which determined not be a concern at this time based on the county and engineering
comments; however, the extension will need to be reviewed with phases 2 & 3.
Other items noted; the city would own catch basins and has the maintenance responsibility, the
developer wants the parks to be established when the first homes come online, the developer’s
vision is to create diversity in housing, the commercial site may be smaller if unsuccessful at filling
the current space, Auburn and Akron Avenue are the main access points and if all the current
outstanding items are solved the intent is to start grading the northern portion beginning in
December.

Motion to adopt an ordinance approving a zoning map amendment to rezone 435.5 acres
from AGR – Agricultural Research to R1 PUD – Low Density Residential PUD, R3 PUD –
Moderate Density Residential PUD, R4 PUD – High Density Residential PUD, PI PUD –
Public Institutional PUD, and C4 PUD – General Commercial PUD subject to approval of
the Amber Fields/UMore MUR Comprehensive Plan Amendment by the Metropolitan
Council.

Motion to adopt a resolution approving the Preliminary Plat (Outlot Plat) for Amber Fields,
subject to conditions.

Motion by Block Second by Essler
Motion to adopt a resolution approving a Planned Unit Development (PUD) Master
Development Plan for Amber Fields with the Rezoning of the property from AGR –
Agricultural Research to R1 PUD – Low Density Residential PUD, R3 PUD – Moderate
Density Residential PUD, R4 PUD – High Density Residential PUD, PI PUD – Public
Institutional PUD and C4 PUD – General Commercial PUD, subject to conditions.

Nays: None. Motion carried.

Motion to Approve the Planned Unit Development Master Development Plan Agreement
for Amber Fields and authorize the Mayor and City Clerk to enter into the agreement.

10.a. Staff Updates
City Administrator Martin provided the following staff updates; welcomed Nick Egger as it is his
first day as Public Works Director and thanked Kyle Klatt for his service to the city as he took an
opportunity with the City of Red Wing.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and a second by Essler the meeting was adjourned at 8:16 p.m. to
reconvene to the work session in the conference room.
