BACKGROUND With the extension of Connemara Trail (City Project 2018-09), along with the current Emerald Isle development east of Akron Avenue, the extension of the trunk storm line along the Connemara corridor at this time is appropriate. This project will install only the trunk line, future street and utility construction will be performed as development progresses. DISCUSSION Rosemount’s Comprehensive Surface Water Management Plan anticipates extending a trunk storm sewer line to the east in order to address the need for an outlet in the case of back to back 100-year storms. That trunk has been extended as development occurred in the Prestwick Place development west of Akron Avenue. With the extension of Connemara Trail, an additional segment is being constructed this summer extending the trunk approximately 1,800 feet. Since the award of the Connemara Trail project, additional development further east (Emerald Isle) is occurring and the extension of this trunk line to the eastern property line of Emerald Isle will allow the developer to continue with additional phases. It should be noted that because of the regional nature of this improvement the cost is paid by the City from the Storm Sewer Core Fund. This trunk is a 54-inch diameter, 40 foot deep main that is best constructed at this time due to the significant amount of excavation required. The contractor will only be required to stabilize the surface since future street and utility work will be completed as development progresses. The funding for this work will come from the Storm Sewer Core Fund (Fund 607) which currently has a cash on hand balance of $2,561,919. 2 The estimated total project cost for this work is detailed in the table below based on the low bid. Bids were opened on August 31, 2021 and there were 13 bids received and Ryan Contracting Co. was the lowest responsive bid. The following table shows the bidders and bids along with the Engineer’s Estimate. The 3 lowest bids were within $51,488 or 8.7% of each other. The bids were greatly influenced by pipe installation costs and Ryan Contracting’s bid was the second lowest for that line item. Currently, access to the area is limited due to the construction of Connemara Trail and the Emerald Isle development. However, the Connemara Trail project is progressing well and should be nearing the eastern limit of construction within the next few weeks. At that point, construction can easily commence and continue to move eastward. SCHEDULE Should City Council approve this project, the proposed project schedule is shown below. - Approve Plans and Specifications and Authorize Ad for Bid August 2, 2021 - Bid Opening August 31, 2021 - Award Contract September 21, 2021 - Construction Start September 2021 - Substantial Completion Fall 2021 RECOMMENDATION Staff recommends Council adoption of the attached resolution accepting the bids and awarding the contract for the Connemara Trail Trunk Storm Sewer, Project 2021-06. All bids for construction of the Connemara Trail Trunk Storm Sewer Project, City Project 2021-01, are hereby received and tabulated. 2. The bid of Ryan Contracting Company in the amount of $592,228.00 for the construction of said improvements is in accordance with the plans and specifications and advertisement for bids, and is the lowest responsible bid and shall be and hereby is accepted. 3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Rosemount. 4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposit of the successful bidder and the next two lowest bidders shall be retained until a contract has been executed. A total of 13 bids were received. The bids were checked for mathematical accuracy and tabulated and there are no errors made on the Proposal Form. The Engineer’s Estimate was $520,608.00. The bid tabulation indicates the low bidder as Ryan Contracting Company, Elko New Market, MN, in the amount of $592,228.00. We recommend that the City consider these bids and award a contract to Ryan Contracting Company, based on the results of the bids received.
