REGULAR MEETING PROCEEDINGS
AUGUST 17, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount Port Authority meeting
held on August 17, 2021, at 6:00 p.m. in the City Hall Council Chambers, 2875 145th Street West.
Vice Chair Block called the meeting to order with Port Authority Commissioners Droste, Ober,
Essler, Weisensel and Wolf in attendance. Staff present included Executive Director Martin,
Deputy Director Kienberger, Economic Development Coordinator Van Oss.
Chair Freske was absent.
The Pledge of Allegiance was recited.

OLD BUSINESS
4.a. Project Updates
Economic Development Coordinator Eric Van Oss briefly noted a few project updates; OMNI
Brewing, Tap Society and North 20 Brewing have all submitted plans for a review. Israelson
Property has indicated building plans have been started. A purchase agreement is currently in
progress for the community recreation center and the next step would be to form an operational
agreement . UMore properties are currently working through regional infrastructure questions and
Rosemount is on the list for one of the best places to live in 2021.
4.b. SAC Grant Pilot Program
Economic Development Coordinator Eric Van Oss recapped the Sewer Availabilty Charge (SAC)
which was introduced to Port Authority at the July regular meeting.
After last month’s discussion, staff noted the following based on the feedback received from
members:
• The program covers up to 50% of City SAC fees when payment is submitted with the building
permit.
• The program would only be available to food and drink establishments.
• The initial funding will remain the same at $20,000.

Establishments interested would fill out a form when they pay for a building permit. Up to 50%
would come out of a fund allocated by the Port Authority.
Port Authority members further discussed when the program would start, i.e. immediately or
January 2022.
Staff will review the process of unused credits and gain a better understanding of the vacancy
window and report back to Port Authority.
Port Authority members agreed the program is a good incentive and marketing plan to achieve
commercial goals.
Port Authority tabled this item for further discussion until the September 21st meeting. Due to
time, item 5.a. Strategic Plan and Goals Mid-Year update is also delayed until the September 21st
meeting.

There being no further business to come before the Port Authority and upon a motion the meeting
by Weisensel and a second by Ober was unanimously adjourned at 6:50 p.m.
