ATTACHMENTS: None APPROVED BY: BLE RECOMMENDED ACTION: Review and discuss draft budgets for water, sewer, storm and street lighting for 2022 BACKGROUND The Utility Commission reviews the utility enterprise funds annually for the City of Rosemount. These budgets provide the funding needed for operation of the various utility systems. These budgets work in conjunction with the utility rate models discussed earlier this meeting. Several staff changes occurred this summer due to retirements, organizational restructuring and departures which has led to a delay in finalizing the budgets. Staff will present draft budgets for the commission at the September meeting and bring final models to the October meeting for action. With the elimination of the fixed rates for water and sewer completed in the 2021 fee structure is now based on a usage system. The budgets for 2022 show some changes as the needs of the systems continue to grow due to some older infrastructure in addition to the expansion due to the city’s growth. Although not finalized some of the larger budget impacts are as follows: • Upgrade to the water meter reading system. • Supervisory Control and Data Acquisition (SCADA) system and lift station cabinet replacements. • Metropolitan Council Environmental Services (MCES) billing increase of 17.9%. • Additional funding for brush clearing around storm ponds. There may be some additional changes as staff finalizes review of the budgets. These will be noted at the October commission meeting. Ultimately, the budgets will be finalized at the December 7, 2021 City Council meeting. SUMMARY Staff will provide the 2022 utility budgets at the September meeting for discussion and then bring the finalized version back to the October meeting and request the Utility Commission recommendation to the City Council approve the budgets.
