BACKGROUND
The 2021 construction season is well underway and this year will again see a significant
amount of work being done. The following list is the current and planned City of Rosemount
projects. There are additional developments that are in early stages of the process and those
will be added as appropriate. Changes since the last report are shown as strike out for
deletions and underlined for additions as well as a bar along the left margin to indicate the
changes. Minor grammatical corrections and updates will not be highlighted.

The construction contract was awarded at the March 16, 2021 City Council meeting.
Some utility work such as valve and manhole repair has been included. Construction
on the northern section (Covington, Colorado and 149th St) is complete. The southern

section will be completed by the second week of July. Some minor restoration and
final corrections remain. This will be the last report for this project.
• Autumn Path – Scope includes construction of utilities and paving from Bonaire Path
north approximately 2,500 feet. Construction started in October 2020 with utility
installation complete. Trail paving and sidewalk is completed. Contractor complete
concrete repairs and paving is scheduled for the last week of September. and sidewalk
construction is progressing. Final grading will occur after sidewalk work is finished.
• Biscayne Ave – Scope includes construction of utilities and paving between Boulder
Trail and 160th Street (CSAH 46). Extension of sanitary sewer will provide service to
the Biscayne Business Park on the southern end of the project. Final wear course has
been paved and this portion was seal coated as a test section to evaluate pavement
longevity. Striping is completed.the main line remains to be completed. Final close
out will occur this fall/winter. This will be the last report for this project.
• Bonaire Path – Scope includes construction of utilities and paving between Akron
Avenue and Anderson Drive. Additionally, the installation of crossing arm s at the
Union Pacific Railroad intersection are in the scope of the project and planned as part
of this project. Ultimately, the city will request that this intersection become a quiet
zone (i.e. no train horns). Wear course and construction is anticipated to be
completed in 2021; however, that will hinge on Union Pacific completing the necessary
crossing work. Final design for rail improvements was approved by City Council at the
February 4, 2020 meeting. Draft construction agreement was finally provided by UP on
December 3, 2020. The final agreement for City Council approval was provided on
April 5, 2021 and approved by Council on April 20, 2021. Actual construction work by
UP is tentatively scheduled for spring 2022.remains unscheduled at this time.
Additional communication with both MnDOT and other Union Pacific staff is being
done as well. Staff has been in contact with the Federal Railroad Administration
regarding application for a quiet zone (QZ). Because of the design, the QZ application
is expected to be approved.
• Boulder Trail Extension – Scope includes the extension of Boulder Trail to MN Trunk
Highway 3 across from Canada Circle. Utility extension as needed will also be part of
this work. This will allow for future development in this area. Design proposal was
accepted on April 21, 2021. Preliminary layout is completed and detailed design is
underway.
• Connemara Trail Extension – Scope includes construction of utilities and paving
from Akron Avenue east approximately 1,300 feet. Contract was awarded and work is
being planned for 2021 due to the significant workload. Change order for additional
work provides storm sewer interceptor extension, water main extension and additional
paving into the Emerald Isle development was approved. Construction work is
progressing with the trunk storm sewer completed. Contractor will finish remaining
public utilities by early October. Paving will be in October.Construction work will begin
at the end of July and work will be completed this year.
• Scannell Development Trunk Sanitary Sewer – Scope includes extension of trunk
sanitary sewer from 140th Street/MCES Lift Station to CSAH 42 on the east side of
U.S. 52. This is an expansion of the existing collection system as shown in the

Comprehensive Sanitary Sewer plan to allow future development. Design proposal
was accepted on April 21, 2021. Design is underway some minor alignment
adjustments are needed but final design will be complete this year. and anticipated to
be complete in the near future.
• Shannon Pond Outlet Feasibility Study – Scope includes reviewing potential routes
for stormwater outlet at Shannon Pond. Because of the land locked location ,
establishing an outlet will be a significant undertaking. Initial study work was received
in 2020. Information from this study will be used to establish future improvements
necessary to reduce the potential for structure flooding. Staff and consultant are
coordinating with additional authorities regarding some of the potential options
provided in the study. Updates will be provided to the Utility Commission at future
meetings as needed.
The following list is the current and planned developer projects.
• Amber Fields – Scope includes the development of approximately 435 acres of
University of Minnesota, Outreach, Research and Education Park (UMore Park). This
property is planned to have a mixture of single family, multi-family and commercial
properties. It is located west of Dakota County Technical College (DCTC) and south
of CSAH 42. Current comprehensive planning has accounted for this expansion of the
utility systems. The preliminary plat was approved by City Council on September 7,
2021. Design discussions are underway for extension of utilities and roads.
Developer is planning for mass grading this fall.will go to the Planning Commission on
July 27, 2021.
• Ardan Place 1st – Scope includes the construction of utilities and both public and
private streets from Bonaire Path and Autumn Path as well 42 single family residential
(SFR) of a planned 79 and 55 townhomes of a planned 137. Construction has been
completed on utilities and base course of pavement is in place.work has started.
• Bella Vista 6th – Scope includes construction of utilities and paving from Aulden
Avenue to the cul-de-sac approximately 850’ north east as well as 19 SFR lots of a
planned total 158. In addition, there is a temporary sanitary sewer lift station that will
be installed until trunk sewer is extended at a future date. Utilities and base course
are in place and the lift station construction is complete with minor punch list items to
be corrected. Wear course delayed until 2021 due to construction to the east of 131st
Court.
• Bella Vista 7th – Scope includes construction of utilities and paving from a temporary
connection to the Autumn Path extension (see above) west approximately 1500 feet
as well as 26 SFR lots of a planned total 158. This is the final phase of this
development. Wear course will be installed in 2021.
• Caramore Crossing 1st – Scope includes construction of utilities and paving from
Akron Avenue and from Bonaire Path as well as 82 SFR lots of a planned total 177.
Utilities and base course of asphalt are installed.

• Caramore Crossing 2nd – Scope includes construction of utilities and paving north of
Aulden Avenue as well as 44 SFR lots of a planned total 177. Construction has
begun.will begin in the near future.
• Dunmore 2nd – Scope includes construction of utilities and paving from Caffery Court
as well as 25 SFR lots of a planned total 87. Wear course will be installed in 2021 with
exact dates to be established. Contractor has completed repairs to the stormwater
ponds.
• Dunmore 3rd – Scope includes construction of utilities and paving Cadogan Way as
well as 32 SFR lots of a planned 87. This is the final phase of Dunmore 3 rd. This was
approved at the June 15 Council meeting.
• Emerald Isle 1st – Scope includes construction of utilities and paving as well as 40
SFR lots of a planned total 151. Grading work and initial utility construction is
complete.
• Emerald Isle 2nd – Scope includes construction of utilities and paving as well as 57
SFR lots of a planned total of 151. Possible extension of Connemara Trail and
associated utilities are being considered. Utilities installed and street construction is
underway.
• Harmony Parkview 2nd – Scope includes construction of utilities and paving as well
as 26 townhomes. Utilities will be city owned and the streets are private. Townhome
construction is underway. Developer will finish paving the private streets this fall.
• Harmony Villas 2nd – Scope includes construction of utilities and paving as well as 26
townhomes. Utilities are city owned and the streets are private. Utility construction is
complete. Site corrections and building construction is underway.
• Meadow Ridge 3rd – Scope includes construction of utilities, paving and a temporary
sanitary sewer lift station as well as 28 SFR lots of a planned total 154. This project is
complete for the season. Lift station correction needed since pumps were undersized.
Final wear course will be paved in 2021.
• Meadow Ridge 4th – Scope includes construction of utilities and paving as well as 63
SFR lots of a planned total 154. This is the final phase of this development. Utilities
are installed and base course of street is complete. Developer is working on private
utility installation.construction is underway.
• Morrison (Downtown redevelopment) – Scope includes redevelopment of the area
west of TH 3 in proximity to Shenanigans. Mixed commercial and apartments are
planned for this area. Utility connections and minor corrections completed. Developer
is currently working on building construction.
• Prestwick 20th – Scope includes construction of utilities and paving as well as 27 SFR
lots. This is the final phase of this development on the west side of Akron Avenue.
Wear course planned for 2021.

• Prestwick 21st – Scope includes construction of utilities and paving as well as 24
townhomes. Utilities will be city owned and the streets are private. Wear course
planned for 2021.
• Prestwick 22nd – Scope includes construction of utilities and paving as well as 64
townhomes. Utilities will be city owned and the streets are private. Construction is
underway and planned for completion this year, with wear course planned for 2021.
• Rosemount Woods Expansion – Scope includes construction of 39 additional
manufactured home sites as well as construction of private utility extensions for those
sites. This project is currently under construction. Wear course paving on Brazil
Avenue is complete for 2020.
The following is the list of Dakota County and MnDOT projects.
• Roundabout Connemara Trail/Diamond Path – Scope preliminary engineering for
the construction of a roundabout at this intersection. This project is planned for
construction in 2022. Final design will proceed in 2022. summer 2021.
• CSAH 42/CR 73 (Akron Ave) Signal – Scope calls for installation of a traffic signal at
the intersection of CSAH 42 and CR 73 (Akron Ave) to address the increase in traffic
at this intersection. Design includes an extension of water main south to service
possible future development. City of Rosemount, Dakota County, Dakota County
Technical College and the University of Minnesota continue to work in partnership to
complete this project. Water main extension along Akron south of CSAH 42 is
complete. Akron paving is planned for September 24 and 25. Installation of signal
cross arms will be the week of September 27. No date for activation of the signal is
set yet as the contractor is waiting on Xcel Energy. Construction in the CSAH 42
median is complete. Work will resume in late July/early August. Delay was caused by
difficulties with easement paper work resulting in a delay in private utility relocation.
• CSAH 42 Visioning Study – This is a study that will look at nearly the entire length of
CSAS 42 starting at the western county line (Burnsville) and ending at MN Trunk
Highway 52. Future open houses and public engagement opportunities will be
promulgated as they are established. At this time most public engagement will be via
on-line comments and updates. Initial recommendations regarding intersections and
improvements are being formulated and discussed with the cities involved.
• CSAH 46 Corridor Study and Preliminary Engineering – This is a study that will
look at the section of CSAH 46 from Minnesota Trunk Highway 3 to CSAH 48 in
Coates. The scope of work anticipated is right of way acquisition to support expanding
the highway to a divided four-lane. This is a high priority project for Dakota County
and since a portion of this is within Rosemount city limits a portion of the cost would be
carried by the city. This study will assist with quantifying those costs. Initial survey
work is completed.
• Mississippi River Greenway – Scope includes the reconstruction of a portion of Pine
Bend Trail to allow for the completion of the Dakota County trail connection from St.
Paul to Hastings. This work will be funded by Dakota County. Additionally, the section
of Pine Bend Trail between TH 55 and the reconstructed section will be reclaimed at

city cost. This work is planned for 2022. Dakota County is in the process of securing
agreements with the rail road to allow for the trail crossing.
• TH 3 Pedestrian Improvements – Scope includes improvements at the Lower 147th
Street/TH 3 intersection and the south entrance of the park and ride lot across from
the Steeple Center. MnDOT is reconstructing the pedestrian ramps at Lower 147 th
Street currently and should be completed by early July. Then the contractor will move
to the Steeple Center and reconstruct the pedestrian ramp on the west side and
construct a center island median on TH 3 as a pedestrian refuge. Project is complete
and this will be the last report.
• TH 55 Safety Improvements – Scope includes improvements along Minnesota Trunk
Highway 55 (TH 55) by adding a left turn lane to Doyle Path and increasing the truck
acceleration lane at the rail road crossing. The Toward Zero Deaths (TZD) program is
leading a working group for this project. The 30% design has been distributed for
review.
