ISSUE
In 2020, the City was contacted by the Evermoor Homeowners Association (HOA) with regards to their
installation of a fence to block off access to a public trail on the HOA’s property leading into and out of
the Evermoor Development. The fence was put up due to concerns about the trail being unsafe for users.
The trail is located between Crolly Path and 131st Court. There is a steep drop off from where the trail
ends and to where it would connect to the pavement in the cul-de-sac.
Parks and Recreation Department staff have been communicating with the HOA about the issue and they
would like to take down their fence and see the City extend the trail to the cul-de-sac. Included in your
packet is a location map of the proposed improvements. The area has many trees and provides a buffer
from the single family development to the rural type development and vise-versa. Also included in your
packet is a possible design option that would allow for people to safely get from the existing trail coming
from Crolly Path to the cul-de-sac by using a switch back in the trail.
Staff feels the existing trail should be extended to 131st Court because it is future link to the Rosemount
Regional Greenway Trail that will run a long Dodd Road.
Staff would like for the City Council to discuss the option of extending the trail.
