HomeMy WebLinkAbout20210921 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 21, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, September 21, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West and virtually via Zoom. Mayor Droste called the meeting to order with Council member Block, Weisensel, Essler and Freske attending. Staff present included the following; • City Administrator Martin, Senior Planner Nemcek, Economic Development Coordinator Van Oss, Finance Director Malecha, City Engineer Erickson The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Block Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. Motion carried. 6.e. Social Media Policy Councilmember Weisensel pulled this item for additional information. City Administrator Martin provided an overview of the reasoning for the policy and how the policy was created, i.e. League of Minnesota Cities resources, other comparable cities and City Attorney review. The purpose of the proposed policy is to establish procedures for creating a consistent overall social media presence that meets the City’s established goals. Accept Bids and Award Contract for Connemara Trail Trunk Storm Sewer, Project 2021- 06 Councilmember Weisensel pulled this item for additional information. City Engineer Erickson further gave an overview of the Connemara Trail project. This project will install only the trunk line; the future street and utility construction will be performed as development progresses in this area. With the extension of Connemara Trail, an additional segment is being constructed this summer extending the trunk approximately 1,800 feet. Adopt Alternative Urban Areawide Review (AUAR) for Rich Valley Golf Course Redvelopment (Conley Ave./CSAH 42 Area) Councilmember Weisensel pulled this item for additional information. Senior Planner Nemcek further gave an overview of the review process. Mr. Nemcek stated when certain developments come in, the area goes under an environmental review. Based on the proposed size of the distribution center, the development would meet the criteria for a mandatory Environmental Assessment Worksheet (EAW). The developer has chosen to study the entire site through the Alternative Urban Areawide Review process rather than completing multiple EAW’s over the project area, given the size and scope of planned future development on the site. The Planning Commission will be considering requests for a site plan review, a rezoning of a portion of the site, and preliminary and final plats at its September meeting. Council will be reviewing the Commission’s recommendation in October. Request by Morrison Partners LLC for a Minor Subdivision to construct a 3,500 sf tap house restaurant on the former site of Medi-CAR and Chill Salon Senior Planner Nemcek provided an overview of a request for a minor subdivision of The Morrison Plat to allow the construction of a tap house restaurant on the site of the former Medi-CAR and Chill Salon. The request by Morrison Partners, LLC will split the site from the parcel that encompasses the entire Morrison site. The applicant was present and discussed the vision for Tap Society. The applicant is anticipating starting construction in October/November with an anticipated opening in July 2022. Staff and Tap Society will continue to show where there is additional parking, i.e. Minnesota Valley Transit Authority Parking Lot, City Hall, etc. The Planning Commission found that the proposed structure and site, meet the requirements of the DT-Downtown zoning district. Staff and the Planning Commission are recommending approval of the request. Motion by Essler Second by Block Motion to adopt a resolution approving the minor subdivision creating a new parcel containing the proposed tap house restaurant Ayes: Freske, Weisensel, Block, Droste, Essler Nays: None. Motion carried. 9.b. Case 21-42-CUP and 21-43-MS Request by Omni Orchards Farm Winery for a Conditional Use Permit and PUD Master Development Plan to Allow Construction of an 8,000 Square Foot Farm Winery Tasting Room and 4,000 Square Foot Patio Economic Development Coordinator Van Oss provided an overview of a request to consider an approval from Omni Brew Holdings, LLC to a new community winery and tasting room at 15701 Biscayne Avenue. The project will be multi-phased with the initial phase consisting of an 8,000 SF winery facility with tasting room, a 4,000 SF outdoor front patio, and parking lot. The applicant was present and discussed the project as well as noted; food and drink will be available to the public as well as opportunities for special events such as live music, competitive lawn games, weddings, and other celebratory milestones. The applicant anticipates to open April 2022 if all goes according to plan. The applicant also noted they are working to address the concerns from the neighbors to the north and south about their horse operations, i.e. put up signage, add necessary fencing to minimize interaction patrons may have with the horses. Omni will start producing wine, however the wine may take 1-2 years to produce. Omni is in the process of finding a food partner to serve a more consistent food menu. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 21, 2021 Councilmembers expressed their excitement for another brewery option in Rosemount. Motion by Weisensel Second by Block Motion to approve a resolution approving a Conditional Use Permit for a winery facility with tasting room in the BP-Business Park District at 15701 Biscayne Avenue Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. Motion by Weisensel Second by Freske Motion to approve the Planned Unit Development, Final Site and Building Plan for Omni Brew Holdings, LLC to allow the construction of a of an 8,000 SF winery facility with tasting room, a 4,000 SF outdoor front patio, and parking lot at 15701 Biscayne Avenue, subject to the following conditions: (as written) 1. A landscape surety for 110% of the site landscaping is required. 2. Execution of a PUD agreement. 3. Conformance with all conditions of the City Engineer as outlined in the memo dated September 15, 2021 prior to issuance of a building permit, including compliance with the stormwater standards and removal of the spillways. 4. Dedicate all easements listed in the City Engineer’s memo dated September 15, 2021. 5. Review and approval of the trash enclosure by City staff, including use of complementary materials to the principal structure. 6. A deviation from City Code Section 11-4-15-1 G.3 to allow for the exterior wall surface to be metal paneling in lieu of brick, natural stone, specialty integral colored concrete block, tile, architectural textured concrete panels cast in place, or precast concrete panels. 7. A deviation from City Code Section 11-4-15-1 G.9 to allow for the use of vinyl decal signage. Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. 9.c. 2022 Budget City Administrator Martin provided an overview of the initial completion of the Draft 2022 Budget. The City is required to establish a “ceiling” for the tax levy by the end of September, which allows the City the opportunity to reduce the levy after the ceiling is set until final certification in December. Mr. Martin presented an overview of the budget process and noted key characteristic of the proposed budget. Also highlighted, some increased personnel costs reflecting new full-time employees, increased costs for necessary equipment and projects, and anticipated wage and benefit numbers. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 21, 2021 Other headlines from the proposed budget include; for the ninth consecutive year the overall tax base in the community has increased, the proposed levy of increase of 4.60% would mean that Rosemount would have one of the lowest municipal levy increases in the County and the 4th highest value per median-valued home in Dakota County. Councilmember Essler noted this budget does not include the school district or county portion of resident’s taxes. Also discussed, compensation & benefits are two big components of the budget. Councilmember Weisensel suggested to show building in the technology investments into the budget. Mayor Droste discussed the shortage of homes in the twin cities region and requested staff present a list of efficiencies that have been created throughout the city, i.e. brine technology, staff efficiencies etc. A final work session in November is planned to discuss any final changes to the budget prior to the final certification and public hearing which needs to be adopted by December 28th after the public hearing. Motion by Freske Second by Block Motion to Adopt a Resolution Setting the Preliminary 2022 General Fund Operating Budget, the Preliminary 2022 C.I.P. Budgets, the Preliminary 2022 Insurance Budget, the Preliminary 2022 Port Authority Operating Levy and the Preliminary 2021 Levy and a Budget Hearing Date of December 7, 2021 at 7:00 p.m. at City Hall Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin turned the updates over to Mayor Droste who discussed Rosemount was ranked national as the 32nd best places to live, storm clean up continues to take place and will throughout the next week. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings.
