BACKGROUND
The City Council outlined strategic goals and actions for 2021 via a two-day process with consultant Hue
Life, Inc. The Economic Development objects were outlined under the “Growing Rosemount” section.
Staff believes it would be helpful to do a midyear recap of where the City stands on these goals and where
the City is headed for the remainder of 2021.
Quality Neighborhoods: Ensure there is a variety of quality housing of all styles, sizes, and price rages to attract and
keep residents for generations.
1. Create a definition of Diverse housing:
a. In progress
2. Pursue relationships with new housing developers :
a. Staff has pursued relationships with new housing developers that have experience in
single family, multi-family, senior housing, and mixed-use development. Some new
developers building or considering Rosemount are; Builder Jones, Kraus Anderson,
Schafer Richardson, Monarch CRE, and a luxury townhome developer.
Restaurants and Commercial: Attract retail and restaurants that will provide jobs, tax revenue, while providing
unique shopping and dinning experiences.
1. Commercial marketing plan completed and initiated
a. Staff has pursued a marketing plan that includes direct outreach to developers and
potential businesses, a robust presence at regional events and initiatives that highlight
development opportunities in Rosemount. Examples include:
i. Presenting at the forthcoming Land Summit and Industrial Summit
ii. Outreach to developers and niche business types, such as breweries and tap
houses.
iii. The 42 Corridor Commercial Visioning Plan (Connect with your Future in
Rosemount)
2. One new commercial site sold at Akron Avenue & County Road 42
a. Staff continues to market the Akron intersection to developers. Staff expects the
official announcement of the Rosemount Rec Center will trigger the sale of sites on
Akron.
3. Downtown Loan Program Defined
a. The Port Authority approved the Façade Grant Program for Downtown Rosemount.
Staff is planning on marketing the program in September and opening the application
period on October 1st.
Attract Business: Attract businesses that will provide good paying jobs and help support the tax base.
1. Approve a second spec building in the Rosemount Business Park:
a. Appro completed a spec building in the winter of 2021, which is now fully leased with
3 tenants. Appro has indicated they will move forward with another ~18,000 square
foot spec building in the near future.
b. Project Osprey is moving through the entitlement process and is expected to begin
work this fall. This project would add just under 500,000 square feet of spec space.
c. APPRO development is considering a large spec development on Highway 3 and
County Road 42, immediately south of the Business Park. This project would share
access and infrastructure in the Rosemount Business Park, namely the extension of
Boulder Avenue associated with Project Osprey.
2. Amber Field Concept Approved and Sold
a. Amber Field is currently moving through the entitlement process and was sold to
Maplewood Development.
3. Wastewater funding approved by the State Legislature
a. Wastewater funding was approved for the design phase during the most recent
legislative session.
4. Utility plan for OPUS finalized
a. Discussion with MCES has established that connections into the existing sanitary sewer
interceptor would be allowed in the area near Blaine Avenue and County Road 42. An
RFP has been drafted for the improvement of the water main (from 6” to 16”) from
Akron Avenue to just west of the interchange of County Road 42 and Highway
52. RFP will be finalized by the end of the month. Design can begin immediately upon
selection of an engineer.
5. Complete Plan for utilities extension East of Highway 52
a. The section of sanitary sewer needed for the Scannell Development is the first branch
required for service on the east side of Rosemount and sets the stage for future
development to the east and south. Design is currently at 40% design can progress
quickly to final as a majority of the coordination with MCES is nearly complete.
Bidding of this could occur this fall and construction could start this year; however,
timeline will hinge on the Scannell development.
