WORK SESSION PROCEEDINGS
OCTOBER 5, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was held
on Tuesday, October 5th, 2021, at 5:00 pm at Rosemount City Hall, Council Chambers, 2875
145th Street West.
Mayor Droste called the meeting to order with Councilmember Weisensel, Essler, Block and
Freske.
Staff present included City Administrator Martin, Community Development Director Kienberger,
Chief of Police Dahlstrom, Director of Parks & Recreation Schultz, Assistant City Administrator
Foster, Public Works Director Egger and Storm Water Specialist Byron.
Guest Present included Environment Sustainable Commission members: Kim Ciresi, Renee
Burman, Kristen Andrews, Erin Delaney, Tina Angerer and Taylor Sutton.
DISCUSSION
2.a. Environment & Sustainability Commission Progress Report
Environment & Sustainability Commission Chair, Kim Ciresi, presented an overview of the
Commission’s 2021 goals and accomplishments and discussed the 2022 goals.
City Administrator Martin mentioned staff intends to do a tour with Flint Hills and Spectro Alloys
and intends to invite the commission to attend as well.
Councilmembers suggested the following items to be discussed by the commissioners in the future;
metrics to determine if Rosemount is more sustainable now than 5 years ago, review what
Rosemount is good at regarding sustainability, commissions’ viewpoint on 5G small cell issues,
create a hub on the city website to include information regarding sustainability, electric vehicle
charging stations, and highlight businesses that are successful at environmental tasks.
2.b. Advanced Retirement Policy
City Administrator Martin provided an overview of the initiative of the advanced notice retirement
policy as noted in our City’s 2021-2025 Strategic Plan - “Developing a High Performing
Organization”.
The purpose of this program is to begin the process of replacing an employee who is leaving the
City as soon as possible after notice is received. Mr. Martin discussed the key elements of the
program, examples of other city’s similar policies, and the potential budget impact on the policy.
Councilmember Essler questioned the potential overlap of two employees in the same position on
the payroll. Staff indicated the strategy to start the new hire process at a time where there will not be
much of an overlap period especially based on the position.
Councilmembers were in favor of this policy and staff indicated the final policy will be on a council
agenda for approval soon.

UPDATES
3.a. Project Updates
i. Parks and Recreation
1. 131st Ct Trail Extension
Parks & Recreation Director Schultz discussed with council the request from Evermoor
Homeowners Association (HOA) with regards to their installation of a fence to block off access to a
public trail (located between Crolly Path and 131st Court) on the HOA’s property leading into and
out of the Evermoor Development. The HOA is asking the City to extend the trail to the cul-de-sac
and in return the HOA will remove the fence.
Councilmembers were in favor of doing other trail improvements over this request and suggested
the HOA proceed and pay for the trail extension if they are so inclined, as the extension ties the two
neighborhoods together.
ii. Community Development
Community Development Director Kienberger discussed recent inquiries received by Community
Development staff and when to expect the items on a council agenda; i.e. a forthcoming possible
luxury townhome project.
3.b. Staff Reports
i. Upcoming Council Events
Councilmember Freske discussed the upcoming Haunted Trail in Central Park.
Councilmember Block highlighted items discussed at the recent Minnesota Valley Transit Authority
meeting.
Councilmember Weisensel noted the upcoming National League of Cities has openings for several
committees.
Mayor Droste noted Tad Johnson will be Rosemount’s contact for the newspaper.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Essler the meeting was unanimously adjourned at 6:53 pm.
