Minutes of the October 5 2021 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 5, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, October 5, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West and virtually via Zoom. Mayor Droste called the meeting to order with Council member Block, Weisensel, Essler and Freske attending. Staff present included the following; • City Administrator Martin, Director of Community Development Kienberger, Senior Planner Nemcek The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Block Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PUBLIC COMMENT No comment CONSENT AGENDA Motion by Weisensel Second by Freske Motion to approve consent agenda items a. Bills Listing b. Minutes of the Sept 21 2021 Regular Meeting Proceedings c. Minutes of the September 21 2021 Closed Work Session Proceedings d. Council Meeting Date Change e. Ice Arena Concessions Agreement f. Ordinance Amendment to City Code 3-1 Liquor Regulations g. City of Rosemount Comprehensive Plan Amendments for Portions of the Rich Valley Golf Course Property h. Approval of a Tax Increment Financing Agreement and Approval of the City Interfund Loan Resolution i. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 5, 2021 PUBLIC HEARINGS 7.a. Comprehensive Wetland Management Plan Update and Wetland Ordinance Text Amendment Senior Planner Nemcek introduced Roxy Robertson, a Senior Environmental Scientist at WSB Associates, who presented an update to the City’s Comprehensive Wetland Management Plan (CWMP) and a text amendment to update a section of the zoning ordinance that regulates activities that may impact wetlands. The update was presented to the planning commission in March and the planning commission recommends approval of the plan update and text amendment. Ms. Roberston reviewed the current version of the comprehensive wetland management plan, the current inventory of wetlands in the city and discussed common issues with the proposed updates. The updates include; wetland buffer regulations were expanded to cover all wetlands vs. only those associated with a zoning application, outdated rules and language have been updated, unnecessary or inapplicable details were removed and wetland replacement processes have been updated to reflect staff’s experience with prior implementation. The Plan underwent a 60-day review by the Minnesota Board of Water and Soil Resources (BWSR), which determined the updates to be minor. Councilmember Weisensel questioned whether the current plan is working, and Mr. Nemcek said overall the plan is working and noted the establishment of buffers required has improved and preserved the quality of the wetland. Councilmember Weisensel also noted staff to continue to keep the Environmental & Sustainable Commission in the loop and gather the commission’s thoughts on the matter. Mayor Droste opened public hearing at 7:16 p.m. No public comment. Motion by Droste Second by Essler Motion to Close the Public Hearing at 7:17 p.m. Motion by Weisensel Second by Block Motion to approve the Comprehensive Wetland Management Plan Update and approve a zoning ordinance text amendment to Section 11-7-3: Wetland Overlay Regulations Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS OCTOBER 5, 2021 ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin provided the following staff updates; Akron Ave signal light should be activated in the next week or two, Fall Clean Up Day was this past weekend and 311 cars came through in 4-hour time-frame, thanked the Public Works Staff and Dakota Grinding for their efforts in cleaning up storm debris this last week. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings.
