Trunk Storm Sewer Extension
BACKGROUND
The Connemara Trail Trunk Storm Sewer extension project was awarded on September 21st. Since then
and due to an updated understanding of the intentions for timing on the remainder of the Emerald Isle
development, it has become apparent that lengthening the extension beyond the eastern property line of
Emerald Isle into the adjacent Bester property would be prudent.
DISCUSSION
The original plans and project scope would have the trunk storm sewer pipe being constructed to about 38
feet shy of the west side of the Emerald Isle/Bester property line. However, in order to get sufficiently
away from the remaining footprint of pending development activity within Emerald Isle, the staff is
proposing to carry the pipe across the property line by approximately 50 feet into the Bester property.
Staff has connected with the Bester’s, and they are amenable to allowing the work to enter their property.
As part of the process for the City obtaining permission for the work to occur on the Bester property, staff
would develop the necessary easement documents and exhibits for Bester’s approval.
As with the funding for the original contract being sourced from the Stormwater Trunk Fund, the costs of
the change order work would also be paid from that fund. The estimated cost of the Change Order, based
on original contract bid prices, is $52,264, which represents just shy of a 9% increase to the overall
contract value to a new total of $644,492, and would bring the anticipated total project construction cost
to $744,388. Below is an amended summary of total anticipated project expenses.

RECOMMENDATION
Staff is recommending the approval of a change order to add an estimated 88 additional lineal feet of 54”
reinforced concrete storm sewer pipe to carry the trunk extension across the Emerald Isle/Bester property
line east into the Bester property.
