HomeMy WebLinkAbout20210921 Meeting MinutesROSEMOUNT PORT AUTHORITY REGULAR MEETING PROCEEDINGS SEPTEMBER 21, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount Port Authority meeting held on September 21, 2021, at 6:00 p.m. in the City Hall Council Chambers, 2875 145th Street West. Chair Freske called the meeting to order with Port Authority Commissioners Droste, Ober, Essler, Weisensel, Block and Wolf in attendance. Staff present included Executive Director Martin, Deputy Director Kienberger, Economic Development Coordinator Van Oss. The Pledge of Allegiance was recited. ADDITIONS OR CORRECTIONS TO AGENDA Motion by Weisensel Second by Essler Motion to Adopt the Agenda. Ayes: 7. Nays: 0. Motion carried. CONSENT AGENDA Motion by Wolf Second by Block Motion to Approve Consent Agenda a. Approval of the August 17, 2021, Regular Meeting Minutes Ayes: Weisensel, Ober, Block, Freske, Essler, Droste, Wolf Nays: 0. Motion carried. OLD BUSINESS 4.a. Project Updates Economic Development Coordinator Eric Van Oss briefly noted a few project updates. The Morrison construction has begun work on the parking lot, northern half of the building will begin leasing in October. Omni Brewery and Tap Society are on the council agenda this evening for approval. The Israelson property anticipates bringing in building plans in the next few weeks. Work is moving forward with Merchant Bank site and staff continues to work with a multi-family developer of luxury townhome units. Chairperson Freske requested staff to distribute a frequent update on data reflecting the new development numbers, lots approved, developer name, etc. to provide to Port Authority for a communication tool. ROSEMOUNT PORT AUTHORITY REGULAR MEETING PROCEEDINGS SEPTEMBER 21, 2021 4.b. SAC Grant Pilot Program Economic Development Coordinator Eric Van Oss recapped the Sewer Availability Charge (SAC) grant program which was introduced to Port Authority at the past few regular meetings. Since the last discussion, staff noted the following: •Unused credits can be claimed for city wide use and the City is able to direct the credits to a specific site. •The program covers up to 50% of City SAC fees when payment is submitted with the building permit. Port Authority advised staff to have the grants cover up to 50% of City SAC fees with a cap of $10,000 per business, with a start date of January 1, 2022. The goal of the program is to assist food and drink establishments with growth and expansion. Motion by Freske Second by Wolf Motion to approve the Sewer Availability Charge (SAC) Grant Pilot Program with the addition that grants will cover 50% of City SAC fees with a cap of $10,000 per business. Ayes: Block, Ober, Freske, Essler, Droste, Wolf, Weisensel Nays: 0. Motion carried. NEW BUSINESS 5.a. Strategic Plan and Goals Mid -Year Update Port Authority agreed to move this item to the next regular meeting in October given the limited time remaining in the meeting. CHAIRPERSON’S REPORT None DIRECTOR’S REPORT Encouraged those commissioners available to attend any upcoming ribbon cuttings.
