BACKGROUND As many businesses and communities struggle with workforce challenges, cities seek new and creative resources to support both existing businesses as well as provide data to business prospects. Rosemount is no different than most cities in facing this challenge, so staff wanted to take a few minutes this month to share several resources we have aggregated and frequently engage. Resources Dakota/Scott Workforce Development Board GreaterMSP CareerForce/DEED The Dakota-Scott CareerForce Centers with locations in West St. Paul, Burnsville and Shakopee are ready, willing and able to help. Their connections are with job seekers covering a variety of skill sets. Their Resource Rooms in the 3 sites serve general job seekers. Additionally, these sites provide specific eligibility-based services for job seekers which includes dislocated worker, low income, Veterans, disability, and youth programs. The Dakota-Scott Workforce Development Board develops strategies to best serve employers and job seekers. • Hiring Events: i. The CareerForce Center has virtual hiring events twice a month and is just starting to offer in-person events again. ii. We have also done specialty job fairs and held company-specific ones. iii. We partner with an area organization on larger in-person hiring events. • The WDB has a close working relationship with Inver Hills Community College and Dakota County Technical College. They have a proven track record of being a great partner whether it’s helping with recruitment, developing training programs, providing meeting/training space, etc. • We are closely connected with area agencies, churches and/or governmental departments that are working with job seekers. So, as with more information, (e.g. if they take folks with criminal backgrounds, or people with disabilities) we will work to connect the job opening info to the right folks. • Finally, the Dakota Scott WDB staff works closely with folks in neighboring counties and will be happy to help to help coordinate with those areas. GreaterMSP recently assisted city staff in compiling data for a warehouse distribution prospect by outlining laborshed data as requested by the prospect. CONCLUSION AND RECOMMENDATION Staff engages several entities and resources regularly to make sure we have a robust set of tools to offer both existing and prospective businesses looking to invest in Rosemount. This topic is meant to be informational in nature and will remain a priority as it relates directly to the goals of the City Council’s Strategic Plan. 1 ROSEMOUNT DISTRIBUTION/WAREHOUSE WORKFORCE ANALYSIS OVERVIEW Over 27,000 Distribution/Warehouse Workers are employed within a 30-minute drive time of Rosemount. Employment in key occupations have increased by 4% in the previous five years (2016-2020). Over 28,000 Distribution/Warehouse Workers live within a 30-minute drive time of Rosemount. Resident Workers in key occupations have increased by 6% in the previous five years. Warehouse/Distribution Occupations increased by 1,345 from 2015-2020 (5.1%). Distribution/Warehouse Workers have median hourly earnings of $18.81/hour. DETAILED OCCUPATIONAL ANALYSI S IN LABOR SHED (FIVE DIGIT SOC CODE) First-Line Supervisors of Transportation and Material Moving Workers, Except Aircraft Cargo Handling Supervisors employment had the largest percentage growth in the previous five years, increasing by 23%. Stockers and Order Fillers employment experienced the largest net increase of workers in the last five years, growing by 1,413. Resident workers, people who live within a 30-minute drive time of Rosemount and working in the selected occupations but may work elsewhere, totaled over 28,000 in 2020, a 6% increase in the last five years. Serving our Veterans As Minnesotans prepare to mark Veterans Day on November 11, this month's Local Look blogs from DEED's Labor Market Information office focuses on the prevalence and services available to veterans in every regional economy. DEED, through CareerForce Veterans Employment Services, offers career exploration, assistance transferring military skills to civilian jobs, resume writing and other specialized employment services. Twin Cities Metro - Monthly Blog Data from the Current Population Survey reveals that the unemployment rate for veterans was higher in Minnesota during 2020 (8.5%) than it was at the national level (6.5%). The data also reveals that the unemployment rate for veterans in Minnesota was higher than it was for nonveterans (5.6%) in the state. Central Minnesota - Monthly Blog As more and more veterans of World War II, the Korean War, the Vietnam War and other conflicts have reached retirement age over the past couple decades, the share of the Central Minnesota labor force made up of current or former members of the U.S. military has generally declined. But veterans remain an excellent source of highly-skilled, highly-committed workers for employers who need to fill open jobs. Northeast Minnesota - Monthly Blog Veterans are important contributors to Minnesota's local economies and communities, and a larger than average share calls Northeast Minnesota home. In 2020, there were an estimated 26,973 veterans living in Northeast Minnesota, accounting for 8.3% of the population, according to the Minnesota Department of Veterans Affairs (MDVA). In fact, 10% of Aitkin County and 9% of both Lake and Itasca County residents 2 were veterans, which were among the highest percentages in the state. Every county in Northeast Minnesota had shares above the state average. Northwest Minnesota - Monthly Blog According to the Minnesota Department of Veterans Affairs (MDVA), there are just under 42,000 veterans in the 26-county Northwest Minnesota region, or 13% of veterans in the state. This means the region has a higher concentration of veterans, since the region has only 10% of the total population. The majority of veterans in the region and the state are 65 years and older, serving during past conflicts, with the largest number serving during Vietnam. With many already at retirement age, data shows that 12,185 veterans in the region are between the ages of 18 and 64 and actively participating in the labor force. Southeast Minnesota - Monthly Blog What about those veterans who are unemployed or who have a job but are looking to move on to something better? One issue they may face is how to capitalize on their military skills to help them find that new job. This may not always be the easiest thing to do, but it seems logical that the first step in this process would be to simply identify which skills were learned and/or strengthened during military service. Southwest Minnesota - Monthly Blog With a return to low unemployment rates across the region in the fall of 2021, Southwest Minnesota's economy is recovering quickly from the pandemic recession. However, many employers are reporting significant difficulties finding workers. Workers of all demographic characteristics have lots of opportunities in many different fields but may also have different barriers to labor force attachment. Employers in Southwest Minnesota can tap into the nearly 8,000 veterans in the labor force between the ages of 18 and 64. Please contact your regional analyst for more information.
