HomeMy WebLinkAbout20211101 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 1, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Monday, November 1, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West and virtually via Zoom. Mayor Droste called the meeting to order with Councilmembers Essler, Weisensel and Freske attending. Councilmember Block was absent. Staff present included the following; • City Administrator Martin, Director of Community Development Kienberger, Public Works Director Egger, Finance Director Malecha, and Director of Parks & Recreation Schultz The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Freske Motion to Adopt the Agenda as presented. Ayes: 4. Nays: None. Motion carried. PRESENTATIONS PUBLIC COMMENT No comment CONSENT AGENDA Motion by Weisensel Second by Essler Motion to approve consent agenda items with item 6.c. pulled for further recognition. a. Bills Listing b. Minutes of the October 19 2021 Regular Meeting Proceedings c. Donation Acceptance First State Bank - Police Wellness d. Ice Rental Agreement with Independent School District #196 e. UMore Ballfield Project - Change Order #1 f. Approve Access Agreement for Dakota County Monitoring Well g. Resolution Authorizing Participation in the Dakota County All-Hazard Mitigation Plan h. Support of 2022-2026 Dakota County Capital Improvement Program ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 1, 2021 Ayes: Weisensel, Droste, Essler, Freske Nays: None. Motion carried. 6.c. Donation Acceptance First State Bank - Police Wellness Mayor Droste pulled item to give First State Bank recognition and thanked them for their donation to the Police Department. Motion by Droste Second by Freske Motion to accept donation in the amount of $1,400 from The First State Bank of Rosemount to be utilized for wellness programming in our police department. Ayes: Droste, Essler, Freske, Weisensel Nays: None. Motion carried. PUBLIC HEARINGS 7.a. Vacation of Drainage and Utility Easements over a portion of the Rich Valley Golf Course redevelopment site Community Development Director Kienberger presented the redevelopment of the Rich Valley Golf Course and the easements needed to be vacated in order to accommodate the proposed large distribution facility. Mayor Droste opened the public hearing at 7:06 p.m. No public comment received. Motion by Droste Second by Weisensel Motion to close the public hearing at 7:08 p.m. Motion by Freske Second by Weisensel Motion to adopt a resolution approving the vacation of drainage and utility easements over a portion of the Rich Valley Golf Course redevelopment site. Ayes: Essler, Freske, Weisensel, Droste Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin provided the following updates; the light at Akron/42 has been live for about a week and the Connemara Trail extension is nearing completion. City Administrator Martin thanked First State Bank again for their police wellness donation. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 1, 2021 ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and a second by Weisensel the meeting was adjourned at 7:13 p.m to reconvene to the work session.
