HomeMy WebLinkAbout20210628 UC Minutes UTILITY COMMISSION REGULAR MEETING MINUTES June 28, 2021 CALL TO ORDER Pursuant to due call and notice thereof the regular Utility Commission meeting of the City of Rosemount was called to order on June 28, 2021, at 5:30 p.m. in the Conference Room, City Hall, 2875 145th Street West, Rosemount. Meeting was called to order with Commissioners Rome, Demuth, and Johnson, Mayor Droste, City Administrator Martin, Public Works Director/City Engineer Erickson and Recording Secretary Paque. ADDITIONS OR CORRECTIONS TO AGENDA None AUDIENCE INPUT None APPROVAL OF MINUTES Motion by Demuth Second by Johnson Motion to approve the minutes of the April 26, 2021 Utility Commission meeting. Ayes: 3. Nays: 0. Motion carried. PUBLIC HEARINGS OLD BUSINESS NEW BUSINESS 7.a. Irrigation and Water Usage Discussion Public Works Director/City Engineer Erickson provided a brief overview of the City’s water system. Commissioners and staff discussed the irrigation compliance program and how it can be improved going forward. Mayor Droste advised staff to work with Homeowner’s Associations and developers to encourage them to install smart irrigation controllers. With the high temperatures and dry conditions, the City has implemented a doorhanger program to educate residents on the City’s watering ordinance. If the dry conditions continue, a watering ban can be put in place. At that point, staff would discuss whether athletic fields would be watered and if the splash pad would be closed. 7.b. Well 7 Operational Improvements Public Works Director/City Engineer Erickson discussed with the Commission about Well 7 and the options to allow the pump to run again. The Minnesota Department of Health advised that the water from Well 7 be blended for it to be below acceptable manganese levels. 7.c. MCES – 2022 Municipal Wastewater Charge Public Works Director/City Engineer Erickson presented the updated 2022 costs associated with the Municipal Wastewater Charges. Staff will be bringing the 2022 utility budgets to the commission for the August meeting. 7.d. Funds for Water/Sewer Infrastructure (verbal) City Administrator Martin and Public Works Director/City Engineer Erickson provided a brief update about the funding that the City has received for expansions to utility infrastructures. Funds must be used by 2024 for projects that benefit the City as a whole. EXECUTIVE DIRECTOR’S REPORT 8.a. City Project Update Public Works Director/City Engineer Erickson provided the Commission with a memo regarding ongoing projects and highlighted various projects. 8.b. Well Pumping Report Public Works Director/City Engineer Erickson presented the current well pumping records. 8.c. Action Item / Issues List i. MET Council Well Assessment Brian Davis with the Met Council will be attending the July 26 meeting. ii. Smart Meter Update Staff has been in contact with a neighboring community to discuss their experiences with a ‘smart meter’ program. Additional discussions will be had about interfacing and connections. iv. Tour of a Water Tower Tour has been postponed until Summer 2021. vi. Water/Stormwater Rebate Update (quarterly) Next update will be at the July meeting. 8.d.
