REGULAR MEETING MINUTES
September 27, 2021
CALL TO ORDER
Pursuant to due call and notice thereof the regular Utility Commission meeting of the City of Rosemount
thwascalledtoorderonSeptember27, 2021, at 5:33 p.m. in the Conference Room, City Hall, 2875 145
Street West, Rosemount.
Meeting was called to order with Commissioners Rome, Demuth and Johnson, City Administrator Martin,
Public Works Director Egger, City Engineer Erickson, and Recording Secretary Paque.

Motion by Johnson Second by Rome
Motion to approve the minutes of the July 26, 2021 Utility Commission meeting.
Ayes: 2. (Commissioner Demuth did not vote due to not attending the July meeting.)
Nays: 0. Motion carried.

7.a. Draft 2022 Utility Rate Models
City Engineer Erickson briefly discussed the draft water, sewer, storm, and street lighting rate models. Final
models will be presented for action at the October Utility Commission meeting.
The Metropolitan Council Environmental Services (MCES) increased their charges by 17.9% for 2022. The
overall increase is a result of an increase to the regional flow due to growth and an increase in the overall
regional MCES charges.
7.b. Draft 2022 Utility Budgets
City Engineer Erickson discussed with commissioners the draft water, sewer, storm and street lighting
budgets. Final utility budgets will be presented for action at the October Utility Commission meeting.
A number of larger proposed items in the budget are upgrades to water meter reading systems, lift station
cabinet replacements, MCES billing increase, and additional funding for brush clearing around storm ponds.
Budgets will befinalized at the first City Council meeting inDecember.
7.c. Lead and Copper Service Lines
City Engineer Erickson explained that staff isstill actively contacting surrounding cities to see what their
policies are. Staff is also conducting research on City records for service line pipe material.
EXECUTIVE DIRECTOR’S REPORT
8.a. City Project Update
City Engineer Erickson provided the Commission with a memo regarding ongoing projects and highlighted
various projects.
8.b. Well Pumping Report
City Engineer Erickson presented the current well pumping records.
Commissioner Demuth questioned the use of Well 7 due to the manganese levels. Erickson explained there
was a large demand on the system due to the recent drought conditions. In order to maintain levels in the
water towers, Well 7had tobe turned on and mixed with aneighboring well. The Department of Health
MDH) advised blending Well 7with another well to bring manganese toan acceptable level. Demuth
questioned now that Summer has come toan end, if the use of Well 7 will be reduced. Staff will check with
MDH on further testing and report back atthe October Utility Commission meeting.
8.c. Action Item / Issues List
i. MET Council Well Assessment
MCES presented at the July Utility Commission meeting. Staff will review presentation for further
use. Commissioner Johnson requested that agenda item beadded on an annual basis for the Met
Council to come in and represent the tool.
ii. Smart Meter Update
Staff met with vendor representatives for the replacement of water meters. Staff is working with the
Finance Department to coordinate a potential change with the current utility billing software.
iv. Tour of a Water Tower
Staff will coordinate a tour before the October Utility Commission meeting.
vi. Water/Stormwater Rebate Update (quarterly)
Next report will be at the October Utility Commission meeting.
Commissioner Demuth provided a brief update that the City ofCoates is working with the Minnesota
Legislature to request bonding to fund a connection to Rosemount’swater system. Dakota County also
requested bonding for connection to the regional wastewater treatment system. Dakota County will be
paying for the study.
