HomeMy WebLinkAbout20210817 ESC MinutesENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES AUGUST 17, 2021 CALL TO ORDER Pursuant to due call and notice thereof the meeting of the Environment & Sustainability Commission (ESC) of the City of Rosemount was called to order on August 17, 2021, at 5:34 p.m. in the Conference Room, City Hall, 2875 145th Street West, Rosemount. Attendees included: Commission Chair Kim Ciresi, and Commissioners Renee Burman Katie Koch- Laveen, Kristen Andrews, Tina Angerer, and Taylor Sutton. Commissioners Victoria Schlautman and Erin Delaney were absent. Staff present included the following; Public Works Director/City Engineer Erickson and Stormwater Specialist Byron ADDITIONS OR CORRECTIONS TO AGENDA APPROVAL OF MINUTES Motion by Angerer Second by Koch-Laveen Motion to approve the minutes of the June 15, 2021, June 29, 2021, and July 20, 2021 Environment and Sustainability Commission meetings. Ayes: 6. Nays: 0. Motion carried. PRESENTATIONS OLD BUSINESS 5.a. Education & Outreach Calendar Commissioners discussed upcoming blog posts and community events. 5.b. 2021 Goals Progress Reports Commissioner Ciresi questioned if there have been any updates on the Twin Puddles compost site. Stormwater Specialist Bryon reassured that commission that Dakota County is still working on it. Commissioners provided brief updates on their progress. Presentations on goals will occur at upcoming meetings. Towards the end of 2021, goals will bereevaluated prior to 2022. 5.c. Environment & Sustainability Commission Webpage Discussion Website updates to the ESC’spage will be coming soon. Commissioners discussed neighboring cities’ website pages. NEW BUSINESS 6.a. Partnership with Technology Task Force on Electric Vehicle Programs Commissioner Ciresi and Stormwater Specialist Byron discussed with the commission the potential partnership with the Technology Task Force (TTF). The TTF has been focusing on electric vehicle programs and would like the assistance of the ESC to research the issue. The next TTF meeting is on September 8, 2021, some ESC Commissioners planned on attending. Motion by Koch-Laveen Second by Sutton Motion to approve partnership with the Technology Task Force. ENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES AUGUST 17, 2021 Ayes: 6. Nays: 0. Motion carried. 6.b. Air Quality Research and Education Public Works Director/City Engineer Erickson provided anoverview of this topic. After the discussion with the U.S. Environmental Protection Agency (EPA) and Minnesota Pollution Control Agency (MPCA) and Spectro Alloys a more comprehensive review of air quality regulation was directed for the ESC. The goal is to better understand how air quality standards and regulations are determined and enforced. As part of this goal, staff will coordinate a meeting with the EPA and MPCA in an effort to better understand regulatory efforts. In addition, possible meetings with Flint Hills Resources and Specto Alloys will also be coordinated. A draft timeline will be provided at the next ESC meeting. 6.c. No Mow May Stormwater Specialist Byron updated the commission on the campaign that will occur in May 2022. Staff requested that the commissioners research the topic and report back in late 2021. 6.d. ESC Regular Meeting Time Commissioner Ciresi and commissioners discussed new meeting days and nights due to scheduling other city meeting schedule conflicts. Commissioners decided that they will be switching to the second Tuesday of the month starting in October 2021. Motion by Andrews Second by Angerer Motion to approve the move of the ESC meetings to the second Tuesday of each month starting October 2021. Ayes: 6. Nays: 0. Motion carried. ANNOUNCEMENTS EXECUTIVE DIRECTOR’S REPORT 8.a.
