HomeMy WebLinkAbout20211116 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 16, 2021 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, November 16, 2021, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West and virtually via Zoom. Mayor Droste called the meeting to order with Councilmembers Essler, Block, Weisensel and Freske attending. Staff present included the following; • City Administrator Martin, Director of Community Development Kienberger and Director of Parks & Recreation Schultz, City Engineer Brian Erickson The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Essler Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PUBLIC COMMENT Erin Delaney 12572 Danbury Way Ms. Delaney requested the City Council consider an indigenous land acknowledgment. Ms. Delaney shared research, the importance of the acknowledgement and suggestions of what the acknowledgement should state. Mayor Droste suggested incorporating the land acknowledgement when the bison are reintroduced as part of the Spring Lake Park Master Plan. Approve Utility Easement Agreement for Extension of Trunk Storm Sewer ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 16, 2021 h. Professional Services Contract for Construction Administration Services – Bella Vista Greenway Trail Project i. Request for a Minor Amendment to the Doolin Heights Planned Unit Development Agreement to reduce the front yard setback requirement from 30 feet to 25 feet Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. NEW BUSINESS 9.a. Receive Feasibility Report and Call for Improvement Hearing for the 2022 Street Improvement Project, City Project 2022-01 City Engineer Erickson provided an overview of the 2022 Street Improvement Project as part of the 2020-2029 Capital Improvement Plan. Mr. Erickson highlighted the project areas and the work to be completed. Staff calls for the improvement public hearing to be on December 7, 2021. The hearing will include a presentation of the proposed improvements. Per State Statute, residents that abut the roadway improvements have been notified of the hearing via mail. Motion by Essler Second by Freske Motion to adopt a Resolution Receiving the Feasibility Report and Calling for the Improvement Public Hearing for 2022 Street Improvement Project, City Project 2022-01 Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin provided the following updates; latest legislative updates, water improvement project to City of Coates and the continued monitoring of possible federal funding for some of the City’s needed improvements. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and a second by Essler the meeting was adjourned at 7:25 p.m. Respectfully submitted, Erin Fasbender City Clerk
