ATTACHMENTS: None APPROVED BY: LJM RECOMMENDED ACTION: Motion to Approve Wage Adjustments Increasing the Salary Ranges for Non-union Positions 2.5% Increase + Market Adjustment Effective January 1, 2022 and a 2.5% Increase on January 1, 2023 BACKGROUND Regular, full-time employees with the City of Rosemount fall into one of five groups: LELS Union (police patrol), LELS Supervisory Union (police sergeants), Teamsters Union (public works), AFSCME Union (general services) or non-union employees (supervisory or confidential positions). The pay adjustments for the four collective bargaining units are negotiated. On this evening’s agenda, the City Council is being asked to also approve the AFSCME contract. The proposed settlement provides for a 2.5% increase + Market Adjustment in wages on January 1, 2022 and a 2.5% increase on January 1, 2023. The cost of living adjustments bargained by the unions are generally applied to non-union staff as well to ensure consistency across the pay scale. Market Adjustment As discussed at the December 7 Work Session and as implemented within the 2022 budget, the City underwent a Compensation Study which resulted in a Market Adjustment due to a new 8 step pay matrix. The new pay matrix reflects improved market competitiveness and a data driven wage structure. RECOMMENDATION Staff recommends the Council approve the above-mentioned increase in wages / market adjustments for non-union employees.
