RECOMMENDED ACTION: Adopt Resolution to Accept Prestwick Place 22nd Addition,
City Project 2020-09, Public Improvements for Perpetual Maintenance.
BACKGROUND
Public improvements installed as part of Prestwick Place 22nd Addition, City Project 2020-09, included
streets, sanitary sewer, watermain and storm sewer during the 2020 construction season, with the
bituminous wear course paved in 2021.
The developer requested final acceptance of the public improvements and has submitted documentation
required for public acceptance, including lien waivers, as-built record drawings, and the final pay voucher.
WSB & Associates, Inc., the City’s inspector for the project, submitted a letter on December 10, 2021 that
indicates all work is in alignment with the specifications and standards, and recommends acceptance of the
public improvements.
RECOMMENDATION
Upon City acceptance of the work, the public improvements constructed in Prestwick Place 22nd Addition,
City Project 2020-09, shall become City property per the subdivision agreement. Staff recommends that
City Council adopt the resolution accepting the improvements for perpetual maintenance.

A RESOLUTION ACCEPTING PUBLIC IMPROVEMENT
FOR PRESTWICK PLACE 22ND ADDITION
CITY PROJECT 2020-09
WHEREAS, the developer has submitted documentation for City acceptance of the public
improvements, and;
WHEREAS, the City received a letter from WSB & Associates, Inc. confirming the public
improvements were installed in accordance with the approved plans and specifications and finds the
improvements acceptable, and;
WHEREAS, the developer is preparing final close out documents to include warranty bonds, a final
payment voucher, and as-built record drawings.
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota. The work completed
under said agreement is hereby accepted for perpetual maintenance and ownership contingent upon
receipt of the above-mentioned documents.
ADOPTED this 21st day of December, 2021.

The City of Rosemount is in the process of closing out and accepting the street and utility
improvements for Prestwick Place 22nd Addition Street and Utility Construction Project.
The improvements consisted of sanitary sewer extension, watermain extension, storm sewer
improvements and street construction of four private streets; Lower 143rd Street, 143rd Street,
143rd Court and Artic Circle within Prestwick Place 22nd Addition residential townhouse
subdivision. The 64-lot townhouse development was proposed by Lennar Corporation and
designed by Westwood Professional Services, Inc. The improvements were designed by
Westwood Professional Services, Inc, and inspected by WSB in accordance with the City’s
Standard Specifications and Engineering Guidelines. The public improvements were constructed
by Nodland Construction Co., Inc. from July 2020 to August 2020 with the second and last lift of
bituminous installed in 2021.
WSB recommends approval and acceptance of the street and utility improvements.
