ISSUE Horseshoe Lake Park – The park has been in place for a few years now and we have made a couple request to the DNR about possibly stocking the lake with fish. In the summer of 2021, staff received some positive news that the DNR was considering stocking the pond in 2022. We will continue to monitor this topic and report back when we hear if the lake will be stocked or not. Flint Hills Athletic Complex Park Building – The City Council approved entering in to a Joint Powers Agreement with Dakota County to share in the cost of the construction of a multi-purpose park and trail head building at the Flint Hills Athletic Complex. The multi-purpose park building will serve the Flint Hills Athletic Complex and serve as a Trailhead that will include typical trailhead amenities, including restrooms, convenient parking and trail connections to the regional greenway. The building would be co- branded with City and County signage, kiosks, and wayfinding information. The project will be going out for bid in February of 2022. Arena Low E Ceiling – In august of 2021, a Low E Ceiling was installed at the Rosemount Arena. Low E ceilings create a vapor barrier and thermal break, reducing condensation on the underside of the roof structure, preventing the ceiling from dripping onto the ice surface. This in turn, has the effect of reducing the heat load on the ice, thus reducing run time on the refrigeration system. This translates into energy savings and reduced maintenance costs on the system. Carroll’s Woods and Schwarz Pond Park Restoration – The restoration work continues in Carroll’s Woods and Schwarz Pond Park. The contracted crews have been busy with habitat maintenance and we also had goats in the park continuing to work the buckthorn. The City also hosted the Xcel Day of Service volunteer event, which was Saturday, September 11, 2021 with 100 volunteers from the company planting understory plants. Bester Development - Staff have started the design work on the park area that is being dedicated. The proposed design has been submitted to the developer and they will be updating their grading plan to accommodate for what the city would like to include in the park. Staff plans to bring back the park plan and grading plan to the Commission in February. UMore Amber Fields - Maplewood development recently closed on the purchase of 435 acres of land at the south west corner of Akron and Country Road 42. City staff has been working with the developer on a subdivision agreement for the Amber Fields project. There will be approximately 45 acres of City parkland dedicated with this project. As the park plans start to take shape staff will report back to the Parks and Recreation Commission with updates designs and the timing of the park improvements. Caramore Development – The Caramore development is being built out by DR Horton and is moving along at a quick pace. There is a public park that is scheduled to hopefully be dedicated to the city in the summer of 2022. Once the dedication is made and the city has sufficient public access to the area where the park will be located, staff will be recommending that we move forward with the final plans and development of the park. Dunmore Development - The Dunmore Development located west of Hwy 3 and north of Connemara Trail has a public park that is scheduled to hopefully be dedicated to the city in the summer of 2022. Recreation Center – Staff continues to work on the development of a new Recreation Center. Staff will provide a verbal update on this project at the meeting on Monday. Learn to Skate (LTS) – Due to some staffing issues, we recently took a two week pause from our learn to skate classes. It is our goal to resume on January 24. Participants were sent an email indicating this and were told we would issue partial refunds. We also offered an open skate on Monday, January 10th for Learn to Skate students. Summer Program Planning - Staff are busy planning a full slate of summer programs for 2022. We will have some of the old time favorites such as Kids Corner, Puppet Wagon and Run for the Gold plus some new activities that should be popular with the youth in the community. Volunteer Rosemount - Volunteer Rosemount is a combination of local residents supported by City staff that have created a website that lists local volunteer opportunities. The website can be found out www.volunteerrosemount.com and it is monitored by the City and our website developer. Skate Park Site Improvements - Plans are being finalized for the skate park site improvements that will add a sun shelter, additional seating, and landscaping to the skate park area. Staff plans to get price quotes from local contractors to install the improvements in the spring or possibly fall of 2022. Bella Vista Greenway Trail - Staff are working to update and finalize the plans for the Bella Vista Greenway trail with our consultants SRF. Staff are also working with Dakota County to secure a joint powers agreement that would have the county paying for the construction of the Regional Greenway trail. Staff hopes to have this agreement in place soon so that we can put this project out to bid and have the trail built this summer.
