ADJOURNMENT (6:13) UTILITY COMMISSION REGULAR MEETING MINUTES October 25, 2021 CALL TO ORDER Pursuant to due call and notice thereof the regular Utility Commission meeting of the City of Rosemount was called to order on October 25, 2021, at 5:38 p.m. in the Conference Room, City Hall, 2875 145th Street West, Rosemount. Meeting was called to order with Commissioners Rome, Demuth and Johnson, Mayor Droste, City Administrator Martin, Finance Director Malecha, City Engineer Erickson, and Recording Secretary Paque. ADDITIONS OR CORRECTIONS TO AGENDA None AUDIENCE INPUT None APPROVAL OF MINUTES Motion by Demuth Second by Johnson Motion to approve the minutes of the September 27, 2021 Utility Commission meeting. Ayes: 3. Nays: 0. Motion carried. PUBLIC HEARINGS OLD BUSINESS 6.a. 2022 Utility Rate Models City Engineer Erickson discussed the updates to the water, sewer, storm, and street lighting rate models. Final 2022 Utility Rate Models will go to the first council meeting in December. Water Utility Rates The proposed changes would result in a net increase of 4.0% to the water portion of the utility bill for the average residential water customer. Sewer Utility Rates The proposed changes would result in a net increase of 6.0% to the sewer portion of the utility bill for the average residential water customer. Stormwater Utility Rates At this time, there will not be a rate increase. The current rates should be sufficient to maintain a viable year-end balance for the next 10 years. Street Light Utility Rates At this time, there will not be a rate increase. The current rates should be sufficient to maintain a viable year-end balance for the next 10 years. Overall, the proposed changes to the rate models would result in an overall net increase of 4.2% for the average customer. Motion by Demuth Second by Rome Motion to recommend City Council approval of the Water and Sewer Rate Changes for 2022. Ayes: 3 Nays: 0. Motion carried. 6.b. 2022 Utility Budgets City Engineer Erickson discussed with commissioners the water, sewer, storm, and street light budgets. Water Utility Budget An increase of 2.1% is included in the budget for increased meter purchases for both replacement and new homes. A small amount was added for additional contracted repair and maintenance needed. Sewer Utility Budget Budget increase is due to an increase in the Metropolitan Council service changes for 2022. The increase is due to Rosemount’s flow accounting for a larger proportion of regional flows as well as increase in the MCES 2022 budget amount. Storm Utility Budget Increase in budget is primarily due to salaries. Street Light Utility Budgets Increase in budget is based on an estimated electric utility increase as well as additional street lights being added to the system. Motion by Johnson Second by Demuth Motion to recommend City Council approval of the 2022 Utility Budgets. Ayes: 3 Nays: 0. Motion carried. 6.c. Water Efficiency & Stormwater Rebate Update City Engineer Erickson provided an update to the commission on the third quarter of the 2021 rebate activity. Commissioner Demuth requested that staff look into sending out promotional information to residential users about the water efficiency rebates. NEW BUSINESS EXECUTIVE DIRECTOR’S REPORT 8.a. City Project Update City Engineer Erickson provided the Commission with a memo regarding ongoing projects and highlighted various projects. 8.b. Well Pumping Report City Engineer Erickson presented the current well pumping records. 8.c. Action Item / Issues List i. Smart Meter Update Staff is meeting with vendor representatives for the replacement of water meters the week of November 1st. iv. Tour of a Water Tower Utility Commission met at Bacardi Water Tower prior to meeting. vi. Water/Stormwater Rebate Update (quarterly) See item 6.c. vii. MCES WaterSense Excellence Award 8.d. ATTACHMENTS: None APPROVED BY: NE RECOMMENDED ACTION: None Quarterly Water Efficiency Rebate Update: The City of Rosemount was awarded a Water Efficiency Grant from the Metropolitan Council (MCES) in the amount of $11,300. The city is required to match $3,770 and that has been funded from the Water Fund. As part of this program, the following rebate amounts are allowed: • $50 for Water Sense Toilets • $150 for Energy Star Washers • $150 for Water Sense Irrigation Controllers • $200 for Irrigation system audits Table 1 provides a summary of the entire rebate program activity, along with the city-funded rebate programs that were in place prior to the MCES Water Efficiency Grant in January 2020. In March 2020, City Council approved the Stormwater Rebate Policy and established a maximum amount of $5,000. Table 2 provides a summary of the entire rebate program activity. Stormwater rebates are seasonal, and we won’t see additional requests for rebates until late spring at the earliest. We are hopeful that word continues to get out about the program as more people take advantage of it. There are 3 live virtual workshops through May 4, 2022. • Information at Leprechaun Days Midsummer Faire July TBD Staff will continue to publicize these programs via social media, city newsletters, staff updates and additional methods. Attached is a calendar with highlighted dates for possible meetings, keep in mind that the Utility Commission meets on the fourth Monday of every month. Meetings can be changed as long as it is voted on and there is a quorum present. • The October 2022 meeting will take place on October 24, 2022 • The December 2022 meeting will take place on December 19, 2022, due to the holiday being observed on December 26th. Please bring your 2022/23 calendars to discuss any potential conflicts. ATTACHMENTS: None APPROVED BY: NE RECOMMENDED ACTION: None, informational only BACKGROUND Utility Commissioners requested that staff provide updates on the following items for meetings going forward. • Smart Meter Update – Staff met with representatives for the water meter vendor to discuss the results of a radio propagation study in Rosemount. That study was performed to establish the number of antennas that would be needed to move to an Advanced Metering Infrastructure (AMI) system. After that an estimate for that installation as well as ongoing operation costs was provided. Included in this quote is annual service for the next 4 years. Next step will be to coordinate this potential change with the current utility billing software and discuss with Finance. Staff can provide further information during meeting. • Water/Stormwater Rebate Update (quarterly) – See item 6.a.
