RECOMMENDED ACTION: Receive presentation from State partners and provide
additional discussion or direction.
DISCUSSION
Staff has continued to work with our State partners at the Minnesota Pollution Control Agency (MPCA) to
understand and to support their work however necessary. Air quality enforcement is not within the City’s
regulatory purview, so any permitting, investigation and subsequent enforcement action has been
completely led by the MPCA, as well as the Federal Environmental Protection Agency.
Representatives from the MPCA will be on hand to present an overview of their industrial air permitting
process to the Environment & Sustainability Commission and will also respond to questions of the
groups.
