Emmy Foster, Assistant City Administrator ATTACHMENTS: None APPROVED BY: LJM RECOMMENDED ACTION: Motion to Approve the Labor Agreement for the Teamsters, Local No. 320 Collective Bargaining Unit for the Years 2022 through 2023 and to Authorize the Necessary Signatures. BACKGROUND Negotiations with the Teamsters union have been completed for a 2022 through 2023 contract. The Collective Bargaining Unit and City have reached a tentative agreement on the following items: Duration 2 years (2022 & 2023) Wages in the 2 Year Contract (2022 & 2023) 2.5% increase + Market Adjustment on January 1, 2022 (to reflect the Compensation Study) 2.5% increase on January 1, 2023 Call Back/On Call Clarify language to include another mobile device option: 15.2 If a call out can be cleared (handled remotely) by use of a Smartphone or laptop and the employee does not need to physically respond to alarm, the employee will be compensated for one and one-half (1 ½) pay at one and one-half (1 ½) times the employee’s regular pay rate. Holidays Amend language to add 2 holidays: 19.4 Each employee shall be paid at or receive comp time at two (2) times the employee's regular hourly rate for all hours worked on Martin Luther King Day, President’s Day, Thanksgiving Day, Christmas Day and New Year’s Day. Employees shall also be paid at or receive comp time at two (2) times their regular hourly rate for the hours they are not normally scheduled for on Christmas Eve. Sick Leave Change language: 20.3.2 Immediate family as defined in MS 181.940 as the employee's spouse, minor children and parents. Safety Add new article language in contract: 27.1 The EMPLOYER and the UNION agree to jointly promote safe and healthful working conditions, to cooperate in safety matters and to encourage employees to work in a safe manner. 27.2 Employer will reimburse eligible employees up to $200 for employee out of pocket expense for prescription safety glasses every 2 years. Expenses for which the employee could be compensated through other programs, such as health insurance, etc. will not be eligible. Proof of purchase and payment must be submitted for reimbursement within 45 days of date of purchase. Clothing Allowance Increase by $25.00 (to $700.00) for years 2022 and 2023. Memo of Understanding (MOU) – Post Retirement Health Care Savings Amend language of the existing MOU: Effective January 1, 2022: Employees shall receive compensation in the amount of $350$385/week for on-call 7-day periods under the exisiting parameters. RECOMMENDATION The Teamsters members voted and approved these contract changes on February 9th. Therefore, it is requested that Council approve the labor agreement for the Teamsters, Local 320 Collective Bargaining Unit for the years 2022 through 2023 and to authorize the necessary signatures. 2
