Emmy Foster, Assistant City Administrator ATTACHMENTS: Draft Ordinance APPROVED BY: LJM RECOMMENDED ACTION: Motion to Approve the Ordinance Amending Salaries and Compensation for Mayor and Councilmembers for the City of Rosemount. BACKGROUND State law requires that compensation adjustments for elected officials be done prior to the election this year, and that any adjustment cannot be effective until the following year (Jan. 1, 2023). During even numbered years beginning in 2018, the salaries shall be reviewed for possible COLA adjustments with an effective date of the following January. Any proposed salary adjustment for the Mayor and Councilmembers must be approved by ordinance of the City Council (attached). The Council last received a salary adjustment in 2020. Staff is recommending that the Council receive the same cost of living increase as the non-union employees receive, on every other year basis due to the aforementioned law. With a 2.5% increase approved for non-union staff for 2022, the Mayor’s salary would increase from $9,453/year to $9,689/year and the Councilmembers’ salaries would go from $7,408/year to $7,593/year. RECOMMENDATION Staff recommends approval of the Ordinance Amending Salaries and Compensation for Mayor and Councilmembers for the City of Rosemount. CITY OF ROSEMOUNT COUNTY OF DAKOTA STATE OF MINNESOTA ORDINANCE NO. 2022 - 01 AN ORDINANCE AMENDING SALARIES AND COMPENSATION FOR THE MAYOR AND CITY COUNCIL MEMBERS OF THE CITY OF ROSEMOUNT THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA, ORDAINS as follows: Section 1. Section 1-6-1 of the Rosemount City Code is amended as follows: 1-6-1: SALARIES AND COMPENSATION: A. Salaries Established: Commencing January 1, 2023, the salaries for mayor and council for the city shall be as follows: Mayor $9,689 annually Council members $7,593 annually B. Salary Adjustment: Every other year, the Mayor and Council shall receive a salary adjustment in an amount that equals the cost of living increase provided to the City’s non- union employees. Any salary adjustment must be approved by ordinance of the City Council. C. Workers’ Compensation Act: Pursuant to Minnesota statutes, section 176.011, subdivision 9, clause 6, the elected officials of the city are hereby included in coverage of the Minnesota workers’ compensation act. Section 2. This Ordinance shall be effective following its publication after January 1, 2023.
