RECOMMENDED ACTION: Adopt a Resolution to Establish two new State Aid Routes.
ISSUE
Adopt a resolution to designate two new routes in the City of Rosemount’s Municipal State Aid System
(MSAS).
BACKGROUND
Each year the City of Rosemount, as a Municipal State Aid City, is required to update the mileage of the
entire street system and certify that data to the Minnesota Department of Transportation’s (MnDOT)
Metro District Municipal State Aid Engineer. Cities can designate up to 20% of their certified mileage as
Municipal State Aid Streets, and each street on the MSAS system is eligible for receiving funds for
construction and maintenance. It also increases the total allotment of MSAS funds the city receives each
year. Designated routes can be either existing streets or non-existing streets that are planned for future
construction.
There is currently 1.20 miles undesignated and available to be added to the system. Staff reviewed several
options for addition and forwarded two street sections to MnDOT for proposed revision and addition.
These two sections will designate 1.01 miles and increase the system to 25.22 miles with 0.19 miles
remaining undesignated. The proposed additions are:

Brockway Avenue between Connemara Trail and Bonaire Path (0.52 miles)
The above revisions to Rosemount’s MSAS are made official by adoption of the attached resolution which
is then forwarded to MnDOT.
SUMMARY:
Staff recommends that City Council adopt the attached resolution designating two new MSAS routes.

RESOLUTION 2022 - 26
A RESOLUTION DESIGNATING TWO NEW MUNICIPAL STATE-AID ROUTES
WHEREAS, the City Council of the City of Rosemount approves that the streets hereinafter
described should be designated Municipal State Aid Streets under the provisions of Minnesota Law.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount that the
roads described as follows, to-wit:

155 Street between Shannon Parkway and Chippendale Avenue (0.49 miles)
Brockway Avenue between Connemara Trail and Bonaire Path (0.52 miles)
be, and hereby is established, located and designated as Municipal State Aid Streets of said City, subject
to the approval of the Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the Deputy City Clerk is hereby authorized and directed to
forward two certified copies of this resolution to the Commissioner of Transportation for
consideration, and that upon approval of the designation of said road or portions thereof, that same
be constructed, improved and maintained as Municipal State Aid Streets of the City of Rosemount, to
be numbered and known as a Municipal State Aid Streets:

You can include these revisions on the 2022 Annual Certification of Mileage that is due in January 2023.
