BACKGROUND The City has historically surveyed its residents every 2 to 3 years to ensure consistent and reliable feedback is received from the community. In the fall of 2021, the City again utilized the services of the National Research Center to perform their nationally-benchmarked survey tool known as the National Community Survey (NCS). The NCS is a robust survey tool that hundreds of cities nationwide use to ascertain resident feedback on a variety of categories, ultimately certifying a community’s “livability”. Those categories include:  Economy  Mobility  Community Design  Utilities  Safety  Natural Environment  Parks and Recreation  Health and Wellness  Education, Arts, and Culture  Inclusivity and Engagement A total of 2,700 randomly selected households across all census blocks in the City received an invitation (and follow-up reminders) to participate in the survey. In total, 587 households completed the survey. This is an appropriate level and satisfies the need to declare the survey “statistically significant”, with a margin of error of +/- 4% on the data. Ultimately, the survey results were very positive and confirmed several actions underway within the City. 9 out of 10 residents reported that Rosemount offers an excellent or good quality of life, while also labeling the City as a great place to raise kids. The affordability of living in Rosemount got marks higher than the national average (cost of living, housing availability), which is reflected in the strong demand for new housing with families looking to locate here. One area of opportunity to note is a continued resident desire for retail options and service amenities within the City. This has been a key issue for Council and staff, and it was positive to see that the focus the City is placing on those efforts was confirmed by residents. The City was compared to similar cities nationwide in all categories, and we received higher marks than our national comporables in 16 categories. The results of the Community Survey will be utilized consistently by staff and Council as we confirm our Strategic Plan, establish annual goals, and consider initiatives to undertake.
