PARKS & RECRE ATION COMMISSION
April 26, 2021
Regular Meeting
Members Present: James Bonkoski, Barb Farrell, Michael Eliason, David Speich,
Andrea Schaap, John DeBettignies, Emily Grossman and Scott McDonald
Members Absent: Jim Young
Staff Present: Dan Schultz, Director of Parks and Recreation
Michelle Rambo, Recording Secretary
Others Present: Lil Latheam and Tom Lewanski from Dakota County
1. CALL TO ORDER: Eliason called the meeting to order at 7:05 p.m.
2. ADDITIONS TO THE AGENDA: Updates to the Dakota County Spring Lake Park Reserve
Master Plan including the addition of Bison in the fall of 2022
3. APPROVE MEETING MINUTES: February 22, 2021

7. NEW BUSINESS:
a. City Council Goals – The City Council and Staff have an updated Strategic Direction for the City for
2021-2025. Modifications and expansion of the previous plan includes:
• Growing Rosemount
• Connecting & Engaging with the Community
• Enhancing the Quality of Life
• Developing a High-Performing Organization
b. Dog Park Discussion – It is the goal of the City Council to increase the areas in Rosemount where
dogs can be off leash. Director Schultz and Commissioners discussed options for dog parks in the
community.
c. Director’s Report
Park Improvement Fund Balance as of March 31, 2021: $2,694,300.94
Inflows to the Park Improvement Fund last month were as follows:
Dedication fees – $10,200
Grants/Other - $0
Interest - $69.30
Donations - $0
Expenditures - $3,143.50 (skate park site improvements)
8. ADJOURNMENT - MOTION by Farrell to adjourn the meeting. SECOND by DeBettignies.
Ayes: 8 Nays: 0 Motion passed. The meeting was adjourned at 8:25 p.m.
