HomeMy WebLinkAbout20211109 ESC Minutes ENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES NOVEMBER 9, 2021 CALL TO ORDER Pursuant to due call and notice thereof the meeting of the Environment & Sustainability Commission (ESC) of the City of Rosemount was called to order on November 9, 2021, at 5:35 p.m. in the Conference Room, City Hall, 2875 145th Street West, Rosemount. Attendees included: Commission Chair Kim Ciresi, Vice-Chair Victoria Schlautman, and Commissioners Taylor Sutton, Kristen Andrews, Tina Angerer, Erin Delaney and Katie Koch- Laveen. Commissioner Renee Burman was absent. Staff present included the following; - Public Works Director Egger, City Engineer Erickson and Stormwater Specialist Byron ADDITIONS OR CORRECTIONS TO AGENDA APPROVAL OF MINUTES Motion by Schlautman Second by Koch-Laveen Motion to approve the minutes of the October 12, 2021 Environment and Sustainability Commission meeting. Ayes: 7. Nays: 0. Motion carried. PRESENTATIONS OLD BUSINESS 5.a. Education & Outreach Calendar Commissioners discussed upcoming blog posts for November radon testing and December holiday related recycling. Commissioners planned for the Community Tree Lighting event taking place on November 20, 2021 at 6 p.m. at the Steeple Center. Stormwater Specialist Byron discussed with the commission the placement of their table at the event. Commissioners Delaney and Sutton will attend the event. Attendees will be able to see how much LED lights use in electricity verse traditional lights. 5.b. Partnership with Technology Task Force on Electric Vehicle Programs Stormwater Specialist Byron requested the commissioner’s input on the direction they would take on the partnership of implementing the electric vehicle program. Commissioner Angerer stated the ESC will support the Technology Task Force’s policies and proposals to the City Council regarding electric vehicles. The ESC will continue their research in other electric or solar based programs. Commissioner Angerer planned to attend the Technology Task Force meeting on November 10, 2021 at 6:30 p.m. Motion by Angerer Second by Sutton Motion to support the Technology Task Force in driving policy change for electric vehicle charging per their proposal and supporting them via presentation to City Council. Ayes: 7. Nays: 0. Motion carried. ENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES NOVEMBER 9, 2021 5.c. Pollinator Habitat Commissioner Delaney updated the commission that a resolution can be drafted to make Rosemount a certified and recognized Pollinator-Friendly City. In order to meet certification, staff will need to look at what is being used to spray fields and sides of roadways to keep invasive weeds at bay. Information will be provided at a future commission meeting regarding the use of herbicides. The recommendation would be to make more open areas into natural – pollinator areas. This would then reduce cost and staff time for mowing and other maintenance. Motion by Delaney Second by Schlautman Motion to draft a resolution regarding pollinator habitat. Ayes: 7. Nays: 0. Motion carried. 5.d. 2021 Goal Progress Reports Item was discussed during 5.e. 5.e. 2022 Goal Setting Discussion (continued) Commissioners participated in a goal setting exercise to focus their goals by topic. After the exercise was complete, staff and commissioners discussed the goals and categorized them by long term and short term. The commission will vote on their goals once all members are in attendance. NEW BUSINESS 6.a. Steeple Center Tree Lighting Event Planning (verbal report) Item was discussed during 5.a. ANNOUNCEMENTS EXECUTIVE DIRECTOR’S REPORT 8.a.
