REGULAR MEETING MINUTES
JANUARY 11, 2022
CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Environment & Sustainability
Commission (ESC) of the City of Rosemount was called to order on January 11, 2022, at 5:33 p.m.
in the Conference Room, City Hall, 2875 145th Street West, Rosemount.
Attendees included: Commission Chair Kim Ciresi, Vice-Chair Victoria Schlautman, and
Commissioners Taylor Sutton, Kristen Andrews, Renee Burman, and Katie Koch-Laveen.
Commissioner Tina Angerer was absent.
Commissioner Erin Delaney attended meeting virtually with GoToMeeting for medical reasons. Due
to technology issues, Commissioner Delaney connected to meeting virtually during item 5.a.
Staff present included the following;
- Public Works Director Egger, City Engineer Erickson, Stormwater Specialist Byron,
Deputy Clerk - Recording Secretary Paque.
ADDITIONS OR CORRECTIONS TO AGENDA
APPROVAL OF MINUTES
Motion by Koch-Laveen Second by Andrews
Motion to approve the minutes of the November 9, 2021 Environment and Sustainability
Commission meeting.
Ayes: Ciresi, Schlautman, Sutton, Andrews, Burman, Koch-Laveen
Nays: None. Motion carried.
PRESENTATIONS
4.a. Meeting Best Practices
Deputy Clerk Paque provided a brief overview of meeting best practices and open meeting laws.
Meeting location for the ESC will be moved into the Council Chambers starting on February 8,
2022.
OLD BUSINESS
5.a. Pollinator Habitat Draft Resolution Review
The commission as a whole expressed positive feedback on the draft of the resolution. Staff will
present to City Council at a future Council meeting with commission recommendation.
Motion by Schlautman Second by Burman
Motion to recommend City Council approve Pollinator Friendly Habitat Resolution.
Ayes: Schlautman, Sutton, Andrews, Burman, Koch-Laveen, Delaney and Ciresi
Nays: 0. Motion carried.
5.b. 2022 Goal Setting Discussion
Commissioners discussed each of their seven goals briefly. The following updates were made to the
Water Conservation and Quality goal.
a. Add action – Recommend the City continue to train staff responsible for winter
snow and ice removal operations in practices that reduce deicer use.

b. Add action – Assist the City with efforts to educate residents, businesses, and
organizations on the importance of protecting local drinking water sources (e.g. the
aquifer) from overuse and degradation.
At the February meeting, commissioners will assign goals to accomplish throughout 2022.
Motion by Schlautman Second by Sutton
Motion to approve the 2022 Environment and Sustainability Commission Goals with
changes discussion by the Commission.
Ayes: Sutton, Andrews, Burman, Koch-Laveen, Delaney, Ciresi and Schlautman
Nays: 0. Motion carried.
NEW BUSINESS
6.a. Establish 2022 Education and Outreach Calendar
Commissioners assigned the February blog post and discussed topics and events for February,
March, and April. Each commissioner will bring two blog posts topics for during the year of 2022.
6.b. Set Meeting Dates for 2022-2023
No discussion.
Motion by Schlautman Second by Andrews
Motion to set the 2022-2023 Environment and Sustainability Commission Meetings.
Ayes: Burman, Koch-Laveen, Delaney, Ciresi, Schlautman, Sutton and Andrews
Nays: 0. Motion carried.
ANNOUNCEMENTS
Commissioner Andrews announced to the commission that she will obtaining her Master Gardener
certification.
Commissioner Koch-Laveen highlighted the upcoming Dakota County Soil and Water 2022 Tree
Sale coming up in April.

ADJOURNMENT
There being no further business to come before the Environment & Sustainability Commission and
upon a motion by Sutton and a second by Schlautman the meeting was adjourned at 6:42 p.m.
