REGULAR MEETING MINUTES
November 10, 2021
CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Technology Task Force of the City of
Rosemount was called to order on November 10, 2021 at 6:31 p.m. in the City Hall Conference
Room.
Attendees included Task Force Members: Mohammad Khan, Furhath Arnob, Steve Thoennes,
Robert Kidwell, and Samuel Mwangi.
Staff present included the following;
• GIS Coordinator Aaron Menza
• City Administrator Logan Martin
• Community Development Director Adam Kienberger
City Council present included the following;
• Councilmember Heidi Freske
Additional attendees present included the following;
• Dave Zelenok (HR Green - Virtual)

• Mike Cahn (Resident)

Motion to approve the minutes of the October 13, 2021 Technology Task Force meeting.

NEW BUSINESS
4.a SMART Cities Presentation
The task force heard a presentation from representatives from HR Green regarding current SMART
City trends and practices and participated in a discussion about how Rosemount can position itself
better for the future. Topics discussed included driverless cars, cybersecurity, right-of-way
management, 5G, citizen broadband radio services, small cell plans, and others.
Moving forward, the task force indicated they would like to focus on inventorying the City’s
technology base and creating a plan to build out the base.
OLD BUSINESS
5.a Electric Vehicle Charging Stations
The task force received an update from a member of the City’s Environment and Sustainability
Commission (ESC) after their review of the task force’s business case for constructing electric
vehicle (EV) charging stations. It was indicated that the ESC is supportive of the task force’s
business case and will continue to support the task force as ESC develops proposed
ordinances/policies supporting EV charging stations.
Task force members discussed their next steps in creating a proposal to be considered by City
Council with a goal of having a proposal created for the next task force meeting.
ANNOUNCEMENTS
GIS Coordinator Menza mentioned that two Technology Task Force members have resigned, and
that staff is working to fill the positions.
