ATTACHMENTS: Bolton & Menk Proposal for Professional APPROVED BY: LJM Services, Site Exhibit RECOMMENDED ACTION: Motion to Accept Proposal & Authorize Work – Final Design & Construction Oversight Services BACKGROUND Scannell Properties continues to refine final plans for the FedEx distribution facility at the site of the former Rich Valley Golf Course on the east side of Highway 52. The developer’s engineers have been working on civil site infrastructure design, which included draft final design and layout of the roadway that will flank the property on its eastern side and provide primary access to the facility – Driver Avenue. Meanwhile, before the Scannell project design began to materialize the City had already begun working with Bolton & Menk to develop plans for a trunk sewer line extension that will largely follow the very same corridor as the new Driver Avenue roadway. This trunk sewer will be brought south to the County State Aid Highway (CSAH) 42 corridor and ultimately will enable development to occur on properties south of CSAH 42 as the City grows. The trunk sewer project includes a critical connection to the th Metropolitan Council’s lift station on the north side of 140 Street opposite of the Scannell property. In City staff discussions with the developer, both parties concluded that for efficiency and economy of scale benefits, construction of the trunk sanitary sewer and Driver Avenue roadway improvements are best coordinated under a single project design and performed under a single construction contract. Due to the criticality of the trunk sewer connection work at the Met Council lift station, the City is best positioned to lead the project, and therefore staff is recommending that final design of the totality of the Driver Avenue corridor improvements, including the trunk sanitary sewer, be performed by the City’s consultant for the trunk sewer, Bolton & Menk. Currently, the estimated cost of the entire scope of infrastructure work along the corridor is approximately $6.7 million. It is important to note that the City has previously discussed utilizing its $2.7 Million in ARPA funds to cover the cost of the trunk sewer line component of the project, as one of the primary targets for ARPA funds are sewer and water infrastructure. Ultimately, remaining costs including project design development expenses will be shared between the City and Scannell through the subdivision agreement process, with adjacent undeveloped properties also having a cost-share as these improvements provide benefit and developability for those properties. Attached is a proposal from Bolton & Menk for the addition of professional services to their existing work scope for the trunk sanitary sewer line. The total fee proposed is an hourly, not to exceed amount 1 of $96,900, which is reasonable for the remaining work at hand. Our tentative schedule has this project kicking off in late summer/early fall as Scannell begins their site work. Principal Engineer cc: Brian Hilgardner, PE, Bolton & Menk City of Rosemount Representative PROJECT SCOPE In order to create one seamless plan and better coordinate the construction of Driver Avenue, the City of Rosemount would like to combine the Driver Avenue Final Plans with those of the previously proposed Trunk Sanitary Sewer Plans into a single bid package. This will create efficiencies in the design and construction but also allow for better coordination between the plans and avoid error that could occur. Task 1: Incorporate Plans into Single Bid Package Subtask 1.1: Driver Avenue Final Design Bolton & Menk will coordinate with Scannell’s engineer, Kimley Horn, to get their latest CAD design files and finalize the construction plans for Driver Avenue and its ROW. Items outside of the Driver Avenue will be included in the developer’s Plan. Based on the emailed correspondence with Kimley Horn on 3/4/2022 it is assumed that the developer’s design is at least 75% complete. Bolton & Menk will develop a complete plan set inclusive of the following plan sections: 1. Title Sheet (already included in Trunk Sewer Plan) 2. Legend Sheet (already included in Trunk Sewer Plan) 3. Existing Conditions/Removal Plan 4. Storm Water Pollution Prevention Plan (SWPPP) including an Erosion & Sediment Control Plan, project area map, and project narrative 5. Typical Sections 6. Construction Details & Standard Plates 7. Storm Sewer Plan & Profile drawings 8. Watermain Plan & profile drawings (possibly combined with sanitary sewer) 9. Roadway Plan & Profile drawings 10. Cross sections Detailed construction plans will be prepared in Civil3D design software at 25/50 (full size / half size) scale consistent with plans developed for by Bolton & Menk for past improvements in the City of Rosemount. A final Engineer’s Opinion of Probable Cost will be developed for all Driver Avenue and will include an itemized split from the from the Trunk Sanitary Sewer for easier cost tracking. Specifications will be developed for Driver Avenue based on City of Rosemount standard specifications and additional specification sections will be added as needed. Subtask 1.2: Combined Bid Package Plans, specifications, and quantity take off for the Driver Avenue will be combined with the previously proposed Trunk Sanitary Sewer bid package to create a single bid package. Bolton & Menk will prepare an advertisement for bids and assist the city in submittal to required publications. the final bid package will be posted on QuestCDN for bidding by contractors. The city will be provided electronic copies of plans and necessary documents for their records. Bolton & Menk will prepare and distribute all required addenda and answer all bidders’ questions during the bidding process, consulting with the city as needed. All questions and responses shall be documented and provided to the city. Task 2: Construction The following Scope is proposed for Construction Administration & Observations duties. It is assumed that the Trunk Sanitary sewer construction duration will be 6 weeks and the street, storm, and water construction duration will be 4 weeks. for clarity the fee table has a breakdown of estimated hours. A project amendment will be submitted for construction staking when final design is completed. Subtask 2.1: Construction Administration Bolton & Menk will serve as project engineer and perform all construction administration activities including facilitating the preconstruction conference, shop drawing approvals, preparation of change orders, review, and engineer approval of pay applications. Our team's project manager will perform the following construction administration responsibilities: · Facilitate preconstruction meeting · Perform on-site review pertaining to work and progress · Attend weekly progress meetings as needed · Prepare change orders and written directives · Approve shop drawings, material lists, and suppliers · Review and approve pay requests 6 hrs/wk is assumed for Construction Administration. Subtask 2.2: Construction Observation Bolton & Menk will provide a fully qualified inspector to be the full-time Resident Project Representative (RPR). The RPR will be on-site full time to observe and review the quality of work. All of our RPRs are MnDOT certified and have extensive training and experience. The RPR will perform the following tasks: · Provide day-to-day construction observation and coordination between contractor, city, and residents/property owners · Attend all weekly construction update meetings · Maintain daily construction logs and documentation of pay items · Coordinate and document materials testing requirements and material certifications · Work with city and contractor to prepare monthly pay requests 40 hrs/wk is assumed for Construction Observation.
