RECOMMENDED ACTION:
Motion to recommend the City Council approve the preliminary and final plats for Spectro
Alloys 2nd Addition, subject to the requirements of the site plan review approved on June
22, 2021.
SUMMARY
The Planning Commission is being asked to consider a request by Spectro Alloys for approval of a minor
subdivision to combine two adjacent parcels into single plat. The combination of the two parcels was a
requirement of the site plan approval granted to Spectro Alloys for a new warehouse building. This
process will allow the applicant to meet that condition of approval.

BACKGROUND
The Planning Commission approved the site plan for a 63,000 square foot warehouse building at its
meeting on June 22, 2021. The site plan included a temporary parking lot on the adjacent parcel, and
because the zoning ordinance would not allow parking and storage as the primary use on a separate parcel
the combination of the two parcels was included as a condition of approval. Additionally, the Spectro
Alloys Addition parcel was getting very close to its maximum impervious allowance of 70%. The
combination of the two parcels would reduce the overall lot coverage to 42% of the entire area.
One other aspect of the zoning ordinance that will be impacted by the increase in the parcel size is the
minimum building size requirement of the GI-General Industrial zoning district. The zoning ordinance
requires a minimum building size of 10% of the subject property. The present facility is around 100,000
square feet in size, which represents a building coverage of around 15%. With the construction of the
warehouse building and addition of more land to the site, that number will fall somewhat to 13%, but still
be well above the requirement for this district.

The minor subdivision process is a platting alternative that combines the approval of the preliminary and
final plats into a single process. Additionally, some of the required engineering feasibility studies are
waived. In this case, the site’s engineering and stormwater management was reviewed by staff during the
site plan review process.
ISSUE ANALYSIS
Legal Authority
The minor subdivision application is Quasi-Judicial because the City has a set of standards and
requirements for reviewing this type of application that is described in detail below. Generally, if the plat
meets the ordinance requirements it must be approved.
Lot Standards
The following lot standards apply to newly created parcels in the GI-General Industrial zoning district.

CONCLUSION AND RECOMMENDATION
Staff is recommending approval of the minor subdivision to combine the two parcels located at 13130 and
13220 Doyle Path. This recommendation is based on information provided by the applicant and reviewed
within this report.
