I. Regular Meeting
Call to Order:
Pursuant to due call and notice thereof, the Regular Meeting of the Planning Commission was held on May 26, 2020.
Chair Kenninger called the meeting to order at 6:30 p.m. with Commissioners Freeman, Reed, Schmisek, VanderWiel,
Marlow and Rivera. Also, in attendance were Community Development Director Lindquist, Senior Planner Klatt,
Planner Nemcek, Engineer Erickson, Assistant Engineer Smith and Recording Secretary Bodsberg.
The Pledge of Allegiance was said.
Additions to Agenda: None.
Audience Input: None.
Consent Agenda:
a. Approval of the May 12, 2020, Regular Meeting Minutes.
b. Request by Builder Jones for Final Plat Approval of Doolin Heights.
MOTION by Kenninger.
Second by Reed.
Ayes: 7. Nays: 0.
Public Hearing:
5.a. Request by KJ Walk, Inc. for Comprehensive Plan Amendment, Rezoning, Planned Unit Development Master
Development and Final Site and Building Plan, and Preliminary and Final Plat Approval (Simple Plat) associated with the
Rosewood Commons hotel, senior living mixed use, and memory care development. (20-30-PUD, 20-35-SP, 20-26-
RZ, 20-37-CP) THIS ITEM IS CONTINUED TO THE JUNE 23, 2020, MEETING.
Chair Kenninger stated that this item will be continued to the June 23, 2020, Planning Commission Meeting.
MOTION by Kenninger to continue item to the June 23, 2020, Planning Commission Meeting.
Second by Schmisek.
Ayes: 7. Nays: 0. Motion Passes
5.b. Zoning Ordinance Text Amendment to Section 11-12-2: Board of Appeals and Adjustments Procedures
updating the findings that must be made to grant a variance. (20-32-TA)
Planner Nemcek gave a summary of the staff report for the Planning Commission.
Commissioner Reed inquired if the amendment would change how the items come to the Planning Commission.
Nemcek stated that it will not.
The public hearing opened at 6:44 pm.
Public Comments: None.
MOTION by Kenninger to close the public hearing.
Second by Reed.
Ayes: 7. Nays: 0. Motion Passes
The public hearing was closed at 6:45 pm.

MOTION by Kenninger to recommend that the City Council approve the amendment to Section 11-12-2:
Board of Appeals and Adjustments Procedures.
Second by Rivera.

Old Business:
6.a. Zoning Ordinance Text Amendment to Section 11-2-15: Single Family Detached Dwelling Requirements to
Modify the Maximum Area of Attached Garages. (20-33-TA)
Planner Nemcek gave a summary of the staff report for the Planning Commission.
The Commission acknowledged the changes to the amendment that were made after the last meeting.
MOTION by Kenninger to recommend the City Council Approve the Text Amendment to the Zoning
Ordinance Modifying the Single-Family Detached Dwelling Requirements Regarding the Maximum Allowable
Size for Attached Garages.
Second by Schmisek.
Ayes: 7. Nays: 0. Motion Passes
Adjournment: There being no further business to come before this Commission, Chair Kenninger adjourned the
meeting at 6:55 pm.
