REGULAR MEETING PROCEEDINGS
FEBRUARY 15, 202 2
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount Port Authority meeting held
on February 15, 2022, at 6:01 p.m. in the City Hall Council Chambers, 2875 145th Street West and virtually
via Zoom.
Chair Freske called the meeting to order with Port Authority Commissioners Droste, Ober, Essler,
Weisensel, Wolf in attendance. Commissioner Essler attending virtually via Zoom due to remote
location. Commissioner Block was absent. Staff present included Executive Director Martin, Deputy
Director Kienberger, Economic Development Coordinator Van Oss and Deputy City Clerk Paque.
The Pledge of Allegiance was recited.

OLD BUSINESS
4.a. Project Updates
Economic Development Coordinator Eric Van Oss briefly noted a few project updates. Omni Orchards’
opening timeline has been pushed back to Fall 2022 due to supply chain issues. Omni plans to host events
throughout the summer to introduce residents to their products. Super America’s receivership court case
was brought to a resolution last week. The new property manager will be meeting with staff to go over
property maintenance/clean-up as well as future plans for the property.
The planning of Rosemount’s Home and Business Expo is underway for the event on March 5, 2022. The
expo will be at the Rosemount Community Center from 9AM to 3:30PM. Staff has secured food truck
vendors and is working on children activities.
Community Development Director Kienberger updated the commission on a potential new
restaurant/café in the Rosemount Market Square. The business will be the first applicant for the Sewer
Availability Charge (SAC) grant program for restaurants. The program was implemented to help share the
costs on city fees that get collected when there is an additional SAC determination.
Commissioners discussed the delays of the upcoming projects and what has been causing the delays. Due
to the supply chain impacts and the challenges in the construction industry, new businesses have delayed
their timelines. Staff briefly noted restraints related to increased traffic on roadways within Rosemount.

NEW BUSINESS
5.a. Business Subsidy Policy Discussion
Eric Van Oss, Economic Development Coordinator, presented a brief overview of the policy and
explained that City Council recently identified revising the policy as one of their 2022/2023 goals.
Commissioners were in favor of updating the policy to prioritize issues related to economic development
goals. Staff will draft a policy and bring the draft back to the commission for review and comments.

There being no further business to come before the Port Authority and upon a motion the meetingby
Wolf second Ober was unanimously adjourned at 6:48 p.m.
