REGULAR MEETING PROCEEDINGS
MARCH 15, 2022
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount Port Authority meeting held
on March 15, 2022, at 6:00 p.m. in the City Hall Council Chambers, 2875 145th Street West.
Chair Freske called the meeting to order with Port Authority Commissioners Droste, Ober, Block,
Essler, Weisensel, and Wolf in attendance. Staff present included Executive Director Martin, Deputy
Director Kienberger, Economic Development Coordinator Van Oss and Deputy City Clerk Paque.
The Pledge of Allegiance was recited.

OLD BUSINESS
4.a. Project Updates
Economic Development Coordinator Eric Van Oss briefly noted a few project updates. The Morrison had
their final inspection of the second and final phase. OMNI Orchards submitted their building permits and
is on schedule to start construction in July 2022. Opening date is tentatively scheduled for October 2022.
OMNI plans to be attending events throughout Rosemount this summer. Las Tortillas is expanding into
the adjacent retail space to increase their dining area by an additional 1,100 square feet.
The Metropolitan Council extended the temporary patio provisions due to COVID. City Council will be
asked to reinstate past resolution at the March 15 Council meeting. Businesses who had previously applied
to expand their outdoor patio will not need to reapply.
Commissioner Essler requested staff explain what the Small Area Plan is. Deputy Director Kienberger
explained that WSB conducted a study to see if that land at Highway 3 and County Road 46 is still zoned
properly for that location. Each of the commercial properties south of CA Gear on both side of road are
included in the plan to help facilitate new business investment.
The new business, Mr. Wish, picked up their building permit and is currently working on the interior. They
have not released a tentative open date yet. Staff will communicate a ribbon cutting date once it’s been set.
Should be this summer.
Commissioner Block asked how the attendance at the Expo compared to the pre-COVID numbers.
Administrator Martin stated that due to the different venues it was had to gauge attendance differences.

There were roughly over 500 attendees at the event on March 5th, 2022. Attendees were not counted at
prior events.
NEW BUSINESS
5.a. Open to Business Joint Power Agreement
Deputy Director Kienberger presented the agreement to the Commission. The City has participated in the
program since 2013. This current agreement has a new 2-year contract (2022-2023). Rosemount will be
responsible for $5,200 both years of the contract.
Motion by Droste Second by Essler
Motion to Approve Joint Powers Agreement between Dakota County CDA and the City of
Rosemount Port Authority relating to Open to Business Program.
Ayes: Weisensel, Block, Ober, Freske, Essler, Droste, Wolf

5.b. Business Subsidy Policy Discussion
Eric Van Oss, Economic Development Coordinator, presented a brief overview of the draft policy. While
creating the draft, staff reviewed surrounding cities current policies to create Rosemount’s.
Commissioners provided feedback for staff to take back and make revisions to the policy. Staff will bring
an updated draft policy to a future meeting.

There being no further business to come before the Port Authority and upon a motion by Wolf second
Droste the meeting was unanimously adjourned at 6:56 p.m.
