CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount Youth Commission was held on Wednesday, April 24, 2019 at 3:45 p.m. at the Steeple Center, 14375 South Robert Trail, Rosemount. Commissioner Chair Armstrong called the meeting to order with Youth Commissioners Bharath, Liggett, Nozal, Radosevich and Whebbe present. City Administrator Logan Martin and Assistant City Administrator Emmy Foster, Parks and Recreation Director Dan Schultz and Recording Secretary Leah Armstrong were also present. Council Member Weisensel and Former Council Member Shoe-Corrigan were also present. Commissioners Abraham and Moisei was absent. 2. ADDITIONS OR CORRECTIONS TO AGENDA None Motion by Armstrong. Second by Radosevich. Motion to Adopt the Agenda. Ayes: 6 Nays: 0. Absent: 0. Motion carried. 3. AUDIENCE INPUT None 4. CONSENT AGENDA Motion by Armstrong. Second by Whebbe. Motion to approve the Consent Agenda. Ayes: 6 Nays: 0. Absent: 0. Motion carried. 5. OLD BUSINESS Updates on previous items. Foster updated the Commissioners on a number of items:  The Youth Commission recruitment was successful and there were 11 applicants for the rd next term; the applicants attended a Meet & Greet with City Council on April 23; and it is th expected that the City Council will make the formal appointments at the May 7 City Council meeting. Foster thanked the Commissioners for their help with recruitment.  Due to the limited number and type of applications received for the 2019 Youth Commission Scholarship, the 2019 money ($250) will be moved to the 2020 scholarship making it now a $500 scholarship. th  The 2019 Splash Pad event will be held on Thursday, July 19 and the Youth Commissioners who are graduating will be invited to help out with the event. The group will also be invited to help out at the City Council booth and Parade at Leprechaun Days. Information will be emailed to the group.  As Chairperson, Maisy Armstrong will be giving a report of the Commission’s past term activities to the City Council at an upcoming City Council meeting.  In anticipation of next month’s meeting, the Commissioners are encouraged to think of tips or ideas or activities to share with the next group of Commissioners. An example would be pursuing the snow plow blade art idea. Another example may be a Job Fair at RHS put on by the Youth Commissioners to connect students to job opportunities at the City and local businesses. 6. NEW BUSINESS a. Recreation Facilities Needs Discussion Martin and Schultz presented information on the Recreation Facilities Study, including topic as Stakeholders; top amenities; conceptual plan; project cost estimates, potential sites; and future tasks. Following the presentation, a discussion ensued and a motion of support was made by the commission. Motion by Armstrong Second by Bharath Motion to support the continued City Council exploration and development of a community gathering and recreation center in anticipation of youth employment opportunities and proposed recreational facilities and activities. Ayes: 5 Nays: 0. Absent: 1. Motion carried. b. Upcoming Items for New Term None 7. REPORTS a. Commission Member Reports (Roundtable Discussion) The Youth Commissioners shared their current and upcoming activities with the group. Topics included school activities, college decisions and summer plans. b. Next Meeting Date - The next meeting of the Youth Commission is scheduled for Wednesday, May 29, 2019 at 3:30 p.m. at Twin Puddles Park, 14884 Dodd Blvd for a tree planting followed by regular meeting at the Steeple Center, 14375 South Robert Trail, Rosemount. (Meeting will be on the outdoor patio or in Room 200 in the event of inclement weather). ADJOURNMENT There being no further business to discuss, it was moved by Armstrong and seconded by Whebbe that the meeting be adjourned.
