ATTACHMENTS: Resolution, Location Map APPROVED BY: LJM RECOMMENDED ACTIONS: Adopt a Resolution Approving the Scope, Plans and Specifications and Authorizing the Advertisement for Bids for Driver Avenue & Trunk Sanitary Sewer – City Project 2022-15 BACKGROUND Staff is seeking authorization from the City Council to move forward with posting an advertisement soliciting bids for the construction of Driver Avenue and a trunk sanitary sewer line beneath Driver Avenue. With Scannell Properties moving forward soon with site development work for the location of a FedEx distribution hub at the former Rich Valley Golf Course site, it is necessary to provide for traffic access to and from the facility. Driver Avenue will be a new north-south collector road constructed between 140th Street and County State Aid Highway 42 (CSAH 42) along the eastern side of the property. Additionally, in conjunction with the work to create this new roadway, a trunk sanitary sewer will be extended beneath the alignment of Driver Avenue connecting to the Metropolitan Council’s sanitary lift station on the north side of 140th Street opposite the Scannell property. This sewer line will not only provide for wastewater collection and conveyance service to the development site, but it will also enable development on adjacent property and eventually for property on the south side of CSAH 42. Both the roadway and the trunk sewer line are contemplated by the City’s comprehensive plan. Council may recall that initially the developer’s engineers had produced the draft design and layout of Driver Avenue, while the City had begun work even earlier developing a design for the trunk sewer, and that in discussions with the developer both parties concluded that for efficiency and economy of scale benefits, construction of the trunk sanitary sewer and Driver Avenue roadway improvements were best coordinated under a single project design and performed under a single construction contract, with the City taking the lead. Over the last month, Bolton & Menk has carried forward the final design process on behalf of the City, culminating in the preparation of final plans, specifications, and the assembly of the bid package. DISCUSSION Cost and Funding All told, the project has an estimated cost of $6.51 Million, with most of the expenses being funded by Scannell through a forthcoming subdivision agreement, and eventually by the owner of the land east of the project at such time that land develops. 2 Tables indicating cost categories and anticipated funding breakdown are shown below: Cost Category Estimated Total Street/Surface $1,912,971.00 Sanitary Sewer $2,304,086.00 Water $1,552,261.00 Storm Sewer $741,122.00 Totals $6,510,440.00 Projected Front-End Funding Summary* Estimated Total Developer Cost Share & Trunk Fees – Forthcoming Subdivision Agreement with Scannell $3,949,528.00 City Utility Core Funds $1,282,976.00 City ARPA Funds (trunk sanitary sewer upsizing increment only) $1,277,936.00 Totals $6,510,440.00 *Final outcomes will be entirely based on the construction contract bid prices and actual final construction quantities at the end of the project. It is important to note that capital cost contributions towards the construction of Driver Avenue and related utilities, as well as City development trunk area charges will also be applied to adjacent vacant land, but collected at the time of its development. The amount currently estimated for capital cost- share of this project is $2,332,835. The trunk area charge amounts will depend on land area platted in the future as well as trunk area rates in place at that time. SCHEDULE Should the Council authorize staff to seek bids for the project at this time, bids would be received in early to mid-July, and construction is anticipated to begin in August. The initial phase of work would include the construction of the trunk sanitary sewer and other underground municipal utility infrastructure such as water distribution and storm water conveyance elements. It is anticipated that much of the underground utility infrastructure would be completed very late in the fall of 2022, with resumption of construction in spring of 2023 for the completion of the roadway elements. Scannell properties intends to begin their site work for grading and initial stages of construction for the FedEx facility by mid-summer 2022, with a goal of having an enclosed structure for FedEx in late 2023. The completion of Driver Avenue in summer of 2023 is intended to mesh into the overall site development schedule. RECOMMENDATION Staff recommends Council adopt the attached resolution approving the project plans and specifications and authorizing staff to solicit bids from prospective contractors. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2022 – XX A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR DRIVER AVENUE STREET & TRUNK SANITARY SEWER PROJECT CITY PROJECT 2022-15 WHEREAS, the plans and specifications for Driver Avenue Street and Trunk Sanitary Sewer Project, City Project 2022-15 are complete and such plans and specifications have been presented to this Council for approval: NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota: 1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the Finance and Commerce an advertisement for bids upon the making of such improvements under such approved plans and specifications for City Project 2022-15. 3. The advertisement shall be published in each of said publications at least once not less than three (3) weeks before the date set for opening bids, specifying the work to be done, stating the bids will be opened via virtual meeting at a date to be established, and that no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier’s check, bid bond or certified check payable to the City Clerk for five (5%) percent of the amount of such bid. 4.
