ENVIRONMENT & SUSTAINABILITY COMMISSION
REGULAR MEETING MINUTES
APRIL 12, 2022
CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Environment & Sustainability
Commission (ESC) of the City of Rosemount was called to order on April 12, 2022, at 5:30 p.m. in
the Council Chambers, City Hall, 2875 145th Street West, Rosemount.
Attendees included: Vice-Chair Victoria Schlautman, and Commissioners Renee Burman, Tina
Angerer, Kristen Andrews, and Erin Delaney.
Staff present included the following;
- City Engineer Erickson and Stormwater Specialist Byron
ADDITIONS OR CORRECTIONS TO AGENDA
Motion by Angerer Second by Burman
Motion to add Work Session Discussion under New Business.
Ayes: 5.
Nays: None. Motion carried.
ANNUAL MEETING
3.a. Election of Commission Chair & Vice Chair
Commissioner Delaney questioned if the commission should hold off on electing chair positions
until new commissioners have joined. Staff advised that the commission move forward with electing
Chair and Vice Chair due to not knowing when new commissioners will join. Staff discussed with
the commission what the duties of the positions are.
Motion by Andrews Second by Delaney
Motion to elect Victoria Schlautman as Commission Chair and Tina Angerer as Vice-Chair until
April 2023.
Motion to approve the agenda.
Ayes: 5.
Nays: None. Motion carried.
APPROVAL OF MINUTES
Motion by Delaney Second by Angerer
Motion to approve the minutes of the March 8, 2022 Environment and Sustainability
Commission meeting.
Ayes: 5.
Nays: None. Motion carried.
PRESENTATIONS
OLD BUSINESS
5.a. 2022 Goals Delegation & Updates
Commissioners provided brief updates on their goal progress.
5.b. 2022 Education & Outreach Calendar
Stormwater Specialist Byron updated commissioners on upcoming community events and blog post
topics.

Commissioner Andrews inquired about the “No Mow May” campaign that will be going to City
Council on April 19, 2022. Representatives from Zero Waste Advocates of Minnesota will be giving
a presentation to Council that evening.
Commissioners discussed future events to have a table at to engage with the community.
NEW BUSINESS
6.a. GreenStep Cities Planning
Commissioner Angerer highlighted the current step that the City of Rosemount is currently at.
Commissioners discussed the proposed action plan to achieve the next step in GreenStep Cities.
6.b. Work Session Discussion
Commission Chair Schlautman requested that the item be added to the agenda to hold a discussion
regarding how commissioners feel about holding a commission work session on a quarterly basis.
Work sessions would be used to work on goals and planning for future regular meetings.
Commissioner Angerer stated that if work session agendas were structured to discuss only specific
topics or items it would be beneficial. Angerer expressed concern about the work sessions not being
used for productive conversations and time would not be used effectively.
Commissioners agreed to table the discussion for a future meeting. Discussion will include
reallocating goals due to commissioner turnover.

There being no further business to come before the Environment & Sustainability Commission and
upon a motion by Schlautman and a second by Angerer the meeting was adjourned at 7:01 p.m.
