Minutes of the June 7, 2022 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 7, 2022 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, June 7, 2022, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West. Mayor Droste called the meeting to order with Councilmembers Block, Essler, Weisensel and Freske attending. Staff present included the following; • City Administrator Martin, Finance Director Malecha, Police Chief Dahlstrom, Public Works Director Egger, City Engineer Erickson, Community Development Director Kienberger, Stormwater Specialist Byron The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Essler Motion to Adopt the Agenda Ayes: 5. Nays: None. Motion carried. PRESENTATIONS 3.a. Deputy Chief of Police Oath of Office Chief of Police Dahlstrom introduced Carson Thomas, Deputy Chief of Police and welcomed him and his family to Rosemount. Mayor Droste swore in Officer Thomas. 3.b. 2021 Management and Annual Comprehensive Financial Report Aaron Nielsen, from MMKR, Certified Public Accountants, presented the Audit Report for 2021 and concluded there were no unusual findings. 3.c Public Meeting to Receive Comment on Rosemount Stormwater Pollution Prevention Plan (SWPPP) Jane Byron, Stormwater Specialist, presented the annual overview of the stormwater pollution prevention plan (SWPPP) as required for the municipal separate storm sewer system permit. Mayor Droste opened the public comment period at 7:42 p.m. The public comment period is open until June 20th; however, the public can report any concerns at anytime to staff or on our website. Councilmember Weisensel requested to see a history of violations reported in the past few years. 3.d Proclamation – Small Cities Month City Administrator Martin provided an overview of National League of Cities and its advocacy for Small Cities Month. Mayor Droste read the proclamation and declared June 2022 as Small Cities Month in the City of Rosemount. Accept Proposal & Authorize Entry into Agreement with WSB & Associates for Professional Services – Assistant City Engineer and Development Review f. Approve Plans and Specifications and Authorize Advertisement for Bids for the Boulder Ave Extension Project, City Project 2022-02 g. Approve Subdivision Agreement for Rosewood Commons Development h. Authorization to Execute Amended And Restated Joint Powers Agreement Establishing Dakota 911 i. Donation Acceptance– Police and Fire Equipment Fund j. Temporary Easement for Sidewalk at Shannon Park Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. NEW BUSINESS 9.a. Approve Plans & Specifications and Authorize Advertisement for Bids for the Construction of Driver Avenue & Trunk Sanitary Sewer Public Works Director Egger provided an overview of the Scannell Properties plans of moving forward with site development and the need to provide for traffic access to and from the facility. In addition of the new roadway, a trunk sanitary sewer will be extended beneath the alignment of Driver Avenue connecting to the Metropolitan Council’s sanitary lift station on the north side of 140th Street opposite the Scannell property. The project will be funded by Scannell through a subdivision agreement, city utility core funds and City ARPA Funds. The construction will likely start by August with roadway construction beginning in spring of 2023. City Administrator Martin noted Council’s direction to designate use of some American Rescue Plan Act (ARPA) funds to a utility project that will have a broad community impact. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 7, 2022 Motion by Essler Second by Block Motion to Adopt a Resolution Approving the Scope, Plans and Specifications and Authorizing the Advertisement for Bids for Driver Avenue & Trunk Sanitary Sewer – City Project 2022-15 Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin provided the following update; next Friday 17th is a Rhythm Festival held at Central Park from 3-10 p.m. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and a second by Weisensel the meeting was adjourned at 7:58 p.m. Respectfully submitted, Erin Fasbender City Clerk
